Whilst there is an extensive body of research exploring the barriers to gender equality and female empowerment in high-income states, there are far fewer systematic analyses within lower-income settings. This book draws on extensive empirical data to analyse gender mainstreaming and gender transformative actions in Tanzanian higher education. The book maps the practical landscape of gender mainstreaming across 14 universities in Tanzania, and the theoretical landscape of African theories of masculinities and femininities underpinning educational institutions and practices. It then assesses the Gender Awareness and Transformation through Education project, which was designed to support the development of gender expertise and capacities in research and education at one specific institution, across both its administrative and academic units. Current and future academics at Dar es Salaam University College of Education were trained in gender-based research and education, and a strategic plan was developed to guide in the establishment of a Gender Research Centre that will provide gender expertise in research and teaching to the College; and, over time, to other HEIs nationally and regionally. By bringing together real-world insights from action-based research, the book demonstrates the impact of real-time social change and gender transformation, with implications both for Tanzania and beyond. Bringing novel empirical insights and policy recommendations, this book will be of interest to researchers and policy makers across the fields of gender studies, education, and African studies.

While Tanzania has been at the forefront of creating a positive legal framework and political context for gender equality, certain legal, regulatory, and administrative barriers still hinder women's full participation in private sector development. This report analyzes these barriers and makes recommendations for needed change, to ensure women's full contribution to private sector development and economic growth in Tanzania. Building on intensive stakeholder consultations and the findings of numerous studies, notably the MKURABITA diagnostic and the 2003/4 Investment Climate Assessments for Tanzania and Zanzibar, this report examines these gender-related barriers to growth and investment. It highlights legal and administrative constraints that have a disproportionately negative effect on female-headed businesses, and makes recommendations for needed reforms. Addressing these issues would not only help unlock the full economic potential of women, but would help improve the environment for all businesses in Tanzania. While Tanzania's economic growth has been strong, this report finds that if the country were to bring female secondary schooling and female total years of schooling to the same level as now enjoyed by males, this could produce up to an additional annual percentage point of growth - a valuable contribution to achieving the 6-8 percent annual growth targets of the National Strategy for Growth and Reduction of Poverty (NSGRP or MKUKUTA).

The UNDP report 2015 notes that, Tanzania ranks 125 out of 155 countries in the Gender Inequality Index with a rating of 0.547. This reality has marred the progress of women, resultantly having a negative impact on the country's development. This study critically examines this inequality and how that has had a regressive effect on Tanzania's development. In this quest, a review of international, regional and local pieces of legislation on women rights will therefore be necessary. This will help in establishing the legal instruments that Tanzania is signatory to, and how far she has gone in implementing them, and whether she has taken any aggressive measures to translate theory into practice in promoting and safeguarding women rights. It is this researcher's hope that data gathered will reveal how women play a crucial role in a country's development hence deserving to be given equal opportunities as their male counterparts. The research will apply a human rights based approach methodology critically reviewing secondary sources as well as the use of questionnaires and a focus group discussion.
