Women's Police Stations examines the changing and complex relationship between women and the state, and the construction of gendered citizenship, using women's police stations in Sao Paulo. These are police stations run exclusively by police women for women with the authority to investigate crimes against women such as domestic violence, assault and rape. Sao Paulo was the home of the first such police station, and there are now more than 250 women's police stations throughout Brazil. Cecilia MacDowell Santos examines the importance of this phenomenon for the first time, looking at the dynamics of the relationship between women and the state as a consequence of a political regime, and exploring the notion of gendered citizenship.

Policing the Global South provides scholarship which further transnationalises and democratises ideas about policing practices and philosophies, highlighting renovations in approaches to policing studies, and injecting innovative perspectives into the study of policing from scholars positioned on the ‘periphery’. Criminological knowledge depolarisation underscores a conscious effort by scholars from the Global South to increase intellectual knowledge focused on developing context-specific responses to issues not aligned to Northern ideological positions and specific to the non-Northern context. Such shifts draw attention to the expanse of spaces beyond Northern centres rife with challenges unlike any specific to those experienced or conceptualised by scholars from the Global North with an applied Northern criminological lens. Applying a postcolonial lens to empirical knowledge from country-specific cases in former colonies in Africa, Asia, the Caribbean, the Pacific, and Latin America, this book examines how policing issues not aligned to Northern ideological positions and specific to non-Northern contexts are addressed. The primary purpose is to share innovations in the field of policing – service provision, threats to security, crime responses, justice and international trends – developed in postcolonial developing-country contexts. In the follow-up to his widely read The Struggle for Human Rights in Latin America, author Edward Cleary examines some of the robust human rights movements of the past two decades in Mobilizing for Human Rights in Latin America. Advocates of the rights of women, indigenous groups, the landless, and street children have achieved notable gains, so much so that in 1999 the New York Times claimed that women have achieved more rights in Latin America than in any other region. Cleary establishes a record of why, how, where, and when human rights reached this level. It is often assumed that the concept of human rights is something that must be imported by Western liberal democracies to developing countries. Cleary shows that human rights has a long history in Latin America distinctive from other traditions and that this tradition has expressed itself profoundly since the military period. Reports from war zones often note the obscene victimization of women, who are frequently raped, tortured, beaten, and pressed into sexual servitude. Yet this reign of terror against women not only occurs during exceptional moments of social collapse, but during peacetime too. As this powerful book argues, violence against women should be understood as a systemic problem—one for which the state must be held accountable. The twelve essays in Gender Violence in Peace and War present a continuum of cases where the state enables violence against women—from state-sponsored torture to lax prosecution of sexual assault. Some contributors uncover buried histories of state violence against women throughout the twentieth century, in locations as diverse as Ireland, Indonesia, and Guatemala.
