Work and the Welfare State places street-level organizations at the analytic center of welfare-state politics, policy, and management. This volume offers a critical examination of efforts to change the welfare state to a workfare state by looking at on-the-ground issues in six countries: the US, UK, Australia, Denmark, Germany, and the Netherlands. An international group of scholars contribute organizational studies that shed new light on old debates about policies of workfare and activation. Peeling back the political rhetoric and technical policy jargon, these studies investigate what really goes on in the name of workfare and activation policies and what that means for the poor, unemployed, and marginalized populations subject to these policies. In the last decade, developed welfare states have witnessed a pendulum swing away from unconditional entitlement to social assistance, towards greater emphasis on obligations and conditions tied to the receipt of financial aid. Through administrative reforms, conditions of entitlement have been narrowed. With the introduction of compulsory work for recipients the contract between the state and uninsured unemployed people is changing. The product of research funded by the European Union, this book compares 'work-for-welfare' - or workfare - programmes objectively for the first time. It considers well publicised schemes from the United States alongside more overlooked examples of workfare programmes from six European countries: France, Germany, the Netherlands, Norway, Denmark and Britain. It is the first time that details of workfare programmes have been collated in such an easily accessible format. 'An offer you can't refuse' provides an analysis of the ideological debates that surround compulsory work programmes and gives a detailed overview of the programmes implemented in each country, including their political and policy contexts and the forces that have combined to facilitate their implementation. In the Great Recession of 2007-2009, the United States suffered the most sustained and extensive wave of job destruction since the Great Depression. When families in need sought help from the safety net, however, they found themselves trapped in a system that increasingly tied public assistance to private employment. In The Workfare State, Eva Bertram recounts the compelling history of the evolving social contract from the New Deal to the present to show how a need-based entitlement was replaced with a work-conditioned safety net, heightening the economic vulnerability of many poor families. The Workfare State challenges the conventional understanding of the development of modern public assistance policy. New Deal and Great Society Democrats expanded federal assistance from the 1930s to the 1960s, according to the standard account. After the 1980 election, the tide turned and Republicans ushered in a new conservative era in welfare politics. Bertram argues that the decisive political struggles took place in the 1960s and 1970s, when Southern Democrats in Congress sought to redefine the purposes of public assistance in ways that would preserve their region's political, economic, and racial order. She tells the story of how the South—the region with the nation's highest levels of poverty and inequality and least generous social welfare policies—won the fight to rewrite America's antipoverty policy in the decades between the Great Society and the 1996 welfare reform. Their successes provided the foundation for leaders in both parties to build the contemporary workfare state—just as deindustrialization and global economic competition made low-wage jobs less effective at providing income security and mobility.

The Europeans maintain that workfare is the best method of bringing the socially excluded back into mainstream society. Although there are differences in terms of ideology and practice, Joel F. Handler argues that there are also significant similarities, especially field-level practices that serve to exclude those who are the least employable or lack other qualifications that agencies favor. The author also examines strategies for reform, including protective labor legislation, the Open Method of Coordination, the reform of social and employment services, and concludes with an argument for a basic income guarantee, which would not only alleviate poverty but also provide clients with an exit option.
