Working Regions focuses on policy aimed at building sustainable and resilient regional economies in the wake of the global recession. Using examples of four ‘working regions’ — regions where research and design functions and manufacturing still coexist in the same cities — the book argues for a new approach to regional economic development. It does this by highlighting policies that foster innovation and manufacturing in small firms, focus research centers on pushing innovation down the supply chain, and support dynamic, design-driven firm networks. This book traces several key themes underlying the core proposition that for a region to work, it has to link research and manufacturing activities — namely, innovation and production — in the same place. Among the topics discussed in this volume are the issues of how the location of research and development infrastructure produces a clear role of the state in innovation and production systems, and how policy emphasis on pre-production processes in the 1990s has obscured the financialization of intellectual property. Throughout the book, the author draws on examples from diverse industries, including the medical devices industry and the US photonics industry, in order to illustrate the different themes of working regions and the various institutional models operating in various countries and regions.

Industrially developing countries have the largest populations, the highest levels of poverty, poor health, and illiteracy, and the greatest need for improvement in working conditions. And as the marketplace and the workforce goes increasingly global, accountability with regard to the abuse of cheap labor in developing countries is becoming an issue. Presenting a global view of the state of ergonomics in industrially developing countries (IDCs), Ergonomics in Developing Regions: Needs and Applications identifies problems, offers solutions, and explores costs and benefits. We study the evolution of trade globalization in a set of countries in Latin America (mostly the largest ones) and Asia over the past 25 years. Relying on structural gravity models, we first estimate a proxy of trade globalization that captures the ease of trading internationally with respect to trading domestically. Results indicate that the evolution of trade globalization since the mid-1990s has been similar between the two regions, but very heterogeneous within them. Trade globalization has been particularly strong in agriculture, mining and manufacturing, but has lagged in services. Within region heterogeneity is associated to a set of trade policy instruments, including tariffs, non-tariff measures, WTO membership. and trade agreements. Next, we quantify the economic implications of the estimated globalization trends. Simulations of a multi-sector trade model point to heterogeneous long-term impacts of globalization on GDP—some countries exhibiting substantial gains and others experiencing large losses—, with no single sector playing a preponderant role.

Creative and cultural industries, broadly defined, are now considered by many policy makers across Europe at the heart of their national innovation and economic development agenda. Similarly, many European cities and regions have adopted policies to support and develop these industries and their local support infrastructures. However this policy-making agenda implicitly incorporates (and indeed often conflates) elements of cultural and creative industries, the creative class and so on, which are typically employed without due consideration of context. Thus a better understanding is required. To this end, this book features eight research papers, split evenly with regard to geographical focus between the UK and continental Europe (the latter covering Spain, Germany, France, Luxemburg and Belgium individually and in combination). There is also a similar division in terms of those focusing primarily on the policy level (the chapters of Clifton and Macaulay, Mould and Comunian, Pareja-Eastaway and Pradel i Miquel, Perrin) and those of the individual creative actor (the chapters of Alfken et al, Bennett et al, Wedemeier and Brown). This book was previously published as a special issue of European Planning Studies.
