In a bold step to revolutionize sustainable food systems, the French Agricultural Research Centre for International Development (CIRAD), the Food and Agriculture Organization of the United Nations (FAO) and Deutsche Gesellschaft für Internationale Zusammenarbeit (German Agency for International Cooperation – GIZ) joined forces in 2022 to leverage foresight processes in driving agroecological transformation. Their collaboration has culminated in a comprehensive guidance document that unlocks new pathways for integrating foresight into the transition to more sustainable, resilient, and biodiverse food systems. This guidance document provides a comprehensive investigation of the existing intricate interplay among foresight methodologies, agroecological principles, and the dynamics of food system transformation. Thus, the guidance document contributes to scientific discourse by providing a novel framework for the integration of agroecology into foresight processes, thereby facilitating a scientifically rigorous and empirically grounded approach for the development of sustainable food systems. Harnessing global expertise, stocktaking, and workshop deliberations, this guidance document provides insights and recommendations on how agricultural foresight processes can be used to properly consider integrated and biodiverse approaches, such as agroecology. The goal is to expand the range of choices and routes available to decision makers and societies when envisioning pathways to transformative food systems. It is designed to help foresight practitioners implement foresight differently and better integrate agroecology that supports transformation towards sustainable food systems. The document can also help agroecology researchers better understand what foresight is, and why such a process is useful in supporting sustainable food system transformation through agroecology.

The ATMI-ASEAN project was launched on October 7–8, 2016, in the Philippines. It is a five-year project funded by International Funds for Agriculture Development (IFAD) with a year’s extension due to the Coronavirus disease 2019 (COVID-19) pandemic. The implementation of the project was led by the International Food Policy Research Institute (IFPRI) and co-implemented by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA). The ATMI-ASEAN project comprises three main components: Component 1. Policy studies and expert workshops; Component 2. High-level policy forums (HLPFs) and roundtables; and Component 3. Technical assistance for planning and policy development. Each component was scheduled and implemented over the project implementation from 2016 to 2021, then extended for a year to finalize the project implementation affected by the COVID-19 pandemic. This report elaborates on all project outputs throughout the implementation.

Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. Even though substantial progress has been achieved worldwide in reducing both poverty and malnutrition, much is yet to be done. There are signs that the progress made in both dimensions has stalled in recent years. Poor-quality diets have become a major driver for overweight and obesity and associated non-communicable diseases such as diabetes, heart diseases, and some types of cancers. Conflict and climate vulnerability have been identified as major obstacles to reaching Sustainable Development Goal targets related to malnutrition by 2030. In 2019, economic downturns and slowdowns hindered efforts even further. More recently, the COVID-19 crisis has imposed even harsher conditions to countries.Poverty and malnutrition are inevitably linked, and therefore addressing one can help address the other. Given that most of the world’s extremely poor people and stunted children live primarily in rural areas and rely mostly on agriculture, the agriculture and food systems approach can offer an opportunity to reduce both poverty and malnutrition. The food systems approach places equal emphasis on both the supply and demand dimensions that are critical for ensuring healthier diets and better nutrition for poor and vulnerable groups.This special issue of Policy in Focus is dedicated to answering a crucial question: How can a food systems approach be used to design and implement policies and investments that reach those most vulnerable to poverty, hunger, malnutrition, and suboptimal diets? We hope that the contributions contained in this volume, by leading academics and development practitioners, exploring the linkages between nutrition, food systems, and poverty, can help stakeholders and policymakers make inroads towards the promotion of food and nutrition security and the reduction of rural poverty.
