Filling the need for access to modern energy sources has the potential to substantially increase world-wide economic growth, creating markets in the developing world for products from the developed world, and vice versa. It may also result in environmental problems that could threaten development, including an increase in pollution that damages fisheries, reduces farm fertility, poses health risks, and contributes to climate change. In response to these risks, the World Bank Group (WBG) has reported its intentions to revise its strategy for energy and infrastructure lending to better address energy poverty alleviation and environmentally sustainable development. After releasing an Energy Strategy Approach Paper in Oct. 2009, and consulting with government and civil society stakeholders from Jan. 2010 to July 2010, a strategy document, Energizing Sustainable Development: Energy Sector Strategy of the World Bank Group (ESS), was presented to the WBG Comm. on Development Effectiveness (CODE) on April 11, 2011, for consent and subsequent delivery to the WBG Board of Exec. Dirs. for a vote during the summer of 2011. A decision is pending. This publication evaluates the performance of the World Bank Group (WBG) during the 1990s in promoting private sector development in the electric power sector in 80 countries. Main findings include that where countries showed a commitment to advancing reforms in promoting private sector development and where programmes were properly implemented, the expected benefits were delivered. However, quality of outcomes depended on the objectives pursued and on types of assistance provided, with most countries remaining in the early stages of reform.

The World Bank is changing the way it does business in the energy sector. This Policy Paper is one of two that outlines the Bank's new policies for the sector. The review was prompted by concern about the effects of power generation on the environment and on populations that may be resettled to make way for projects. Another stimulus was the macroeceonomic reality of fewer investment resources in many countries. And many developing countries are becoming more receptive to reforming the way energy is produced and consumed. This paper credits the "public monopoly" approach of the last 30 years with facilitating expansion of power supplies, capturing technical economies of scale, and making effective use of scarce managerial and technical skills. Nonetheless, it recommends several new policies to improve the performance of the electric power sector in developing countries. These reforms will guide future Bank activities in the sector. Bank loans for electric power will go first to countries clearly committed to improving the performance of their power sectors. The Bank will also discourage subsidies on energy prices and will encourage private investment in utilities. And it will provide financing to help the least developed countries import power where local generation is not practical. The efficiency of production and use of electric power in developing countries is examined in a companion paper, Energy Efficiency and Conservation in the Developing World: The World Banks Role . Climate change is one of the key challenges of this century. At the same time, energy use the primary source of climate-altering global greenhouse gas emissions is increasing at unprecedented rates and is vital to the continued economic growth of developing countries. This poses a serious dilemma that can only be reconciled with new and improved clean energy technologies that balance climate change mitigation and increased energy needs in developing countries. Despite a recent increase in investment, public and private research, development, and deployment (RD&D) funding rates are well below historical levels. In addition, significant barriers impede the ability to develop new technologies, such as the uncertain future value of CO2 emissions, intellectual property rights issues, limited incentives to commercialize technologies for developing countries, and challenges with technology transfer. These factors must be overcome to accelerate innovation in the energy sector. To introduce new thinking to address these concerns, this report examines four cases from outside the energy sector where creative approaches to RD&D have successfully overcome similar barriers. The case studies review approaches to innovation by the Consultative Group on International Agricultural Research, Advanced Market Commitments for Vaccines, the Human Genome Project, and the concept of Distributed Innovation. These case studies show how creative efforts can generate valuable public goods via: (i) international partnerships between public and private actors, (ii) information sharing and intellectual property rights, and (iii) novel financing schemes.

World Development Report 1995: Workers in an Integrating World addresses labor and employment--issues that are important for South Asia. Expanding employment and increasing the remuneration of workers are essential to poverty alleviation, which is the primary objective of all countries in the region. This regional perspective examines ways in which workers in South Asia can benefit from greater integration of the global economy through improving their skills or cushioning their transition to new jobs. The paper emphasizes that governments need to develop a framework for labor policies that defines the rights of employers, workers, and labor unions and the framework for collective bargaining and settlement of disputes. Liberalization will lead to market-based development, which is the best way to raise workers' living standards--it encourages firms and workers to invest in physical capital, new technologies, and skills.
