Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Slum-dwellers now number a billion, but the rush to cities continues. Globalization is believed to benefit many, but not the billion people living in lagging areas of developing nations. High poverty and mortality persist among the world's 'bottom billion', while others grow wealthier and live longer lives. Concern for these three billion often comes with the prescription that growth must be made spatially balanced. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The Report: documents how production becomes more concentrated spatially as economies grow. proposes economic integration as the principle for promoting successful spatial transformations. revisits the debates on urbanization, territorial development, and regional integration and shows how today's developers can reshape economic geography.

This is the fourth in the World Bank's annual series assessing key development issues. Adjustment, global and national, to promote sustainable growth in the changing world economy is the main theme of this report. Recession and inflation in the industrial countries, together with the rise in oil prices, have been the main forces at work in the world economy in the 1970s. The report examines their effect on developing countries to see how adjustment has been managed and what lessons may be learned for the 1980s. Adjustment occurs through international trade and capital flows and through changes in national production and consumption patterns. The earlier chapters of the report present global and regional projections for the 1980s and consider international aspects of adjustment in trade, energy and finance. It then turns to adjustment problems of different groups of developing countries and a consideration of the prospects for human development. The report also includes the 1981 World Development Indicators, a set of 25 tables of economic and social indicators for 124 countries.

Although necessary and often first rate, technocratic solutions alone have been ineffective in delivering real change or lasting results in governance reforms. This is primarily because reform programs are delivered no in controlled environments, but under complex, diverse, sociopolitical and economic conditions. Real-world conditions. In political societies, ownership of reform programs by the entire country cannot be assumed, public opinion will not necessarily be benign, and coalitions of support may be scare or nonexistent, even when intended reforms really will benefit those who need them most. While the development community has the technical tools to address governance challenges, experience shows that technical solutions are often insufficient. Difficulties arise when attempts are made to apply what are often excellent technical solutions. Human beings--either acting alone or in groups small and large--are not as amenable as are pure numbers, and they cannot be ignored. In the real world, reforms will not succeed, and they will certainly not be sustained, without the correct alignment of citizens, stakeholders, and voice. 'Governance Reform under Real-World Conditions: Citizens, Stakeholders, and Voice' is a contribution to efforts to improve governance systems around the world, particularly in developing countries. The contributors, who are academics and development practitioners, provide a range of theoretical frameworks and innovative approaches and techniques for dealing with the most important nontechnical or adaptive challenges that impede the success and sustainability of reform efforts. Public debate in Nigeria on the country s progress since its return to democracy in 1999 has been dominated by two seemingly opposite themes. The first theme is the strong growth performance of the non-oil economy. This success has been marked by sharp increases in agriculture, trade, and construction and by the emergence of new industries in the financial, telecommunications, and entertainment sectors, supported by sound macroeconomic policies and structural reforms. The second, opposing theme is the seeming failure of Nigeria s much improved economic performance to reduce unemployment, especially among the young. Rising levels of unemployment have increased militancy among the young and impacted negatively on public order. 'Putting Nigeria to Work: A Strategy for Employment and Growth' looks at the ways in which Nigeria s improved economic performance has impacted the labor market. A number of relevant factors are carefully examined and analyzed, including industrial policy and the investment environment, the effects of restrictive trade policies on growth, and the ability of the technical and vocational education system to address the country s skills gap. The book proposes a strategy that will allow Nigeria to increase the availability of quality jobs, reduce rising youth unemployment, and sustain and further accelerate the country s economic performance and growth. At the core of this strategy are targeted interventions aimed at removing binding constraints to growth in sectors of the economy that are already growing fast, but have the potential to grow faster and have significant employment-creating potential.

Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.
