Increasing globalisation and trade liberalisation are creating greater insecurity for many income earners. This study examines the vital role played by social protection and health care in the event of old age, incapacity for work through sickness or accident, bearing and raising children, and unemployment. The report discusses the effects of rising unemployment and underemployment, and of labour market developments which have exposed a growing number of workers to low pay and precarious conditions Factors such as changing family structures and demographic trends are considered. The positive impact of social protection on the economy has often been neglected, the report says, and can be enhanced by better co-ordination between social protection, labour market and anti-poverty policies.

In 1999 the Governing Body of the International Labour Office decided that a general discussion on social security should take place at the International Labour Conference in 2001. The objective of this discussion is to establish an ILO vision of social security that, while continuing to be rooted in the basic principles of the ILO, responds to the new issues and challenges facing social security. In a second stage this may lead to the development of new instruments or to the possible updating or revision of existing standards. The Governing Body has identified a number of key issues that should be taken into account in the general discussion in 2001. In this report a chapter is devoted to each of these topics. The report begins by looking at the global context in which social security schemes are now operating and the relevance of social security to the goal of decent work.--Introduction.

Geographical coverage varies by indicator. The CD-ROM contains data for each year from 1980 onwards, with estimates for the year 2000 available for many economies whilst for others the most recent available data is for 1999. It also contains the actual numerators and denominators used to calculate the indicators. The text is written in English, French, Spanish and Russian.
