Outcomes in major multilateral trade negotiations are conventionally explained as resulting from interests weighted by (trading) power. Offering a different overview of the concepts we use to talk about the international trade regime, this edited collection puts the ideational foundation of world trade politics centre stage, and critically examines the terms in which we make sense of world trade politics. The concepts used to make sense of world trade politics are often employed strategically, making some aspects of reality visible and others invisible. Reflecting upon ten key concepts from ‘trade’ itself to ‘protectionism’ and ‘justice’, this book poses two broad questions: first, how and by whom have the meanings of different terms used to describe, challenge and defend world trade politics been constructed? Second, how have the individual terms changed over time, and with what consequences? The editors and contributors draw on a broad range of theoretical approaches, from post-structuralism or cognitivism to normative theory, shedding new light on why certain trade issues and agendas win out over others, who benefits from the current system of trade governance, and what contemporary challenges the World Trade Organization faces. In doing so, the book speaks to a growing and diverse constructivist literature in International Political Economy. This book will be of interest to scholars, students and policy professionals working within International Relations, International Political Economy and economics.

Grounded on a series of first-hand interviews with Chinese government officials, this book examines China’s accession to the World Trade Organization, providing an ‘inside’ look at Chinese WTO accession negotiations. Presenting a systematic political economy model in analyzing Beijing’s decision-making mechanisms, the book argues that China’s WTO policy making is a state-led, leadership driven, and top-down process. Feng explores how China’s determined political elite partly bypassed and partly restructured a largely reluctant and resistant bureaucracy, under constant pressure from an increasingly globalized international system. By addressing China’s accession to the WTO from a political analysis perspective, the book provides a theoretically informed and intriguing examination of China’s foreign economic policy making regime. The book highlights contemporary debates relating to state and institutionalist theory and provides new and useful insights into a significant development of this century.

Imports pour into the United States, up by 79 percent in six years. The trade deficit more than doubles. The House of Representatives solidly rejects a bill that would liberalize global and regional trade and endorses import quotas for a major manufactured product by a two-to-one margin. Although at first glance these events of the 1990s might sound like past chapters of US trade politics, in fact the political dynamics have changed in significant ways. As the impact of globalization comes into focus, politically important constituencies have begun to resist trade liberalization. Labor and environmental groups in particular, demanding that their concerns be addressed, have succeeded in fracturing the long-standing, bipartisan, protrade coalition in Congress, and in the process have undercut US leadership in liberalizing global trade. This new study reexamines the landscape of trade politics. It shows how trade advocates and labor and environmental skeptics differ significantly in both their substantive views and their political and organizational cultures. The authors demonstrate how this new challenge differs from that of traditional trade protectionism, likening it instead to the debate a century ago over whether and how to regulate American capitalism for social purposes. The analysis leads to a set of recommendations aimed at constructive compromise and a new political foundation for US trade policy leadership.

In spite of many years of negotiation on trade liberalization, progress seems to have stalled. This book explores why resistance to further market liberalization seems so strong, given that the benefits are seen to outweigh the costs. This volume argues that in order to understand the slow progress of World Trade Organization negotiations, we need to take into consideration the ‘intermestic’ character of trade politics, that is, the way in which international and domestic aspects of politics and policies have been woven together and become inextricably related to each other. This is a general trend in our globalizing world, and one that is most pronounced in the case of trade politics and policy. International Trade Negotiations and Domestic Politics therefore presents an in-depth analysis of institutions, ideas, interests and actors in the interplay between international trade negotiations and national negotiating positions. At the international level the authors focus on the multilateral negotiations within the World Trade Organization, together with the plurilateral and bilateral negotiations on free trade agreements. At the regional and domestic level they analyze the trade politics and policies of two established powers, the European Union and the USA; two rising powers, China and India; and a small industrialized country with an open economy, Norway.

The World Trade Organization (WTO) is one of the most important international organizations in existence today. It contains a set of disciplines that affect the ability of governments to impose trade restrictions, and has helped to support the steady expansion of international trade since the 1950s. It is a unique organization in providing a framework for member states to make binding policy commitments that are enforced through a unique dispute settlement system and a variety of transparency mechanisms. Despite – or because of – its success, the WTO has recently become the focus of vociferous protests by anti-globalization activists. This book separates the facts from the propaganda and provides an accessible overview of the WTO's history, structure and policies as well as a discussion of the future of the organization. It also confronts the criticisms of the WTO and assesses their validity.
