So steht es in Artikel 20 Absatz 1 des Grundgesetzes und ist unwiderruflich. Doch wieviel Sozialstaat ist angesichts steigender Kosten, bedingt durch eine langanhaltende Wirtschaftsflaute sowie demografischen Wandel, und einer globalen Änderung der Weltwirtschaft heute noch zu tragen? Der Sozialstaat, wie er heute existiert und die Erwartungen in der Bevölkerung nach sozialer Gerechtigkeit befriedigen muss, ist in den frühen sechziger Jahren manifestiert worden, als Deutschland mit einem Anteil an Sozialausgaben im Gesamthaushalt von fast 56 Prozent weltweit unangefochten an der Spitze lag (Castles 2004: 73). Die wirtschaftliche Lage Deutschlands in diesem Zeitraum lies eine solche Staatsgenerösität auch zu. Eine prosperierende Wirtschaft und eine recht junge Bevölkerung erlaubten den Ausbau eines dichten sozialen Netzes wie wir es heute kennen (Bäcker 2001: 43f). Nun lag die Zahl für Sozialausgaben im Jahr 2005 bei 52 Prozent gemessen am Staatshaushalt des Bundes, also nur unwesentlich unter dem Anteil aus dem Jahr 1960 (siehe www.bda-online.de:). Unstreitbar jedoch haben sich die Vorzeichen, wie oben kurz angedeutet und Castles ausführt, spätestens Mitte der achtziger Jahre nachhaltig geändert (Castles 2004: 7f). Doch blieben die Aufwendungen des Bundes für soziale Sicherung, wie die Zahl aus dem Jahr 2005 verdeutlicht, nahezu konstant. Aus diesem Grund scheint mir oben aufgeworfene Frage dringender denn je und dieser Essay versucht nun anhand einiger Beispiele zu verdeutlichen, dass der Wohlfahrtsstaat Deutschland unter einem gewaltigen Reformdruck steht und das Reformen auch ein höheres Maß an Selbstvorsorge durch den Bürger fordern dürfen, ja müssen, wenn wir den Bestand des Sozialstaates auch für unsere Kinder und Enkelkinder garantieren wollen. Im Verlauf des Essays werden also keine Sanierungstheorien angeboten, die den Anspruch auf eine endgültige Lösung erheben, es soll lediglich die Tatsache bewusst werden, dass das Sozialsystem, wie es heute existiert, auf Dauer nicht mehr finanzierbar ist.

The book traces the political history of the concept of social policy. „Social policy“ originated in Germany in the mid 19th century as a scholarly term that made a career in politics. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts – like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”.

Germany and Britain are two major European economies that have been trying to confront the challenges of globalisation in very different ways. Britain has favoured market liberal strategies; Germany has endeavoured to retain its tradition of consensualism and the strong welfare state. Focusing on the period since 1997/8, this book explores the controversies and struggles surrounding the agendas of social, economic, and political modernisation in the two countries. The New Labour governments in Britain and the Social Democratic coalition governments in Germany have been introducing a range of reform policies designed to reform the welfare state and increase the respective country's competitiveness in the global market. In both countries, however, these policies have triggered societal resistance. The governing parties had to confront electoral setbacks, an exodus of party members, strains on the relationship with traditional political allies, and an increasingly alienated public. Within this context, this book focuses on the tensions between two key parameters in contemporary modernisation discourses: economic efficiency and democratic renewal. Political elites in many European countries are presenting the achievement of efficiency gains as a primary objective of globalisation-induced societal reform. At the same time civic empowerment and the engagement of civil society are widely regarded as essential for increasing the quality, legitimacy, and effectiveness of public policy making. But can these two goals be achieved at the same time? What exactly does the highly contested term efficiency imply? What is its relationship towards the equally ambiguous goal of democratic renewal? Focusing on a variety of political actors, structures and strategies in Germany and Britain, the individual chapters in this book trace how the tensions between economic efficiency and democratic renewal surface, how definitional struggles surrounding these ideals are being managed, and how new syntheses between the two parameters are being forged.
