This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.Since the 1980s, there has been a global trend to give more power to local governments. Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution. New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated. Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs.

Does the ‘city region’ constitute a new departure in urbanisation? If so, what are the key elements of that departure? The realities of the urban in the 21st century are increasingly complex and polychromatic. The rise of global networks enabled by supranational administrations, both governmental and corporate, strongly influences and structures the management of urban life. How we conceive the city region has intellectual and practical consequences. First, in helping us grasp rapidly changing realities; and second in facilitating the flow of resources, ideas and learning to enhance the quality of life of citizens. Two themes interweave through this collection, within this broad palette. First are the socio-spatial constructs and their relationship to the empirical evidence of change in the physical and functional aspects of urban form. Second is what they mean for the spatial scales of governance. This latter theme explores territorially based understandings of intervention and the changing set of political concerns in selected case studies. In efforts to address these issues and improve upon knowledge, this collection brings together international scholars building new data-driven, cross-disciplinary theories to create new images of the city region that may prove to supplement if not supplant old ones. The book illustrates the dialectical interplay of theory and fact, time and space, and spatial and institutional which expands on our intellectual grasp of the theoretical debates on ‘city-regions’ through ‘practical knowing’, citing examples from Europe, the United States, Australasia, and beyond. In context with the Eastern enlargement of the European Union, this research deals with the effects of pre- and post-enlargement integration policies on industry concentration and regional development in Hungary. Economic processes are analysed empirically and by means of regression analyses with a spatial perspective and in the framework of the new economic geography over a time span of almost two decades. The results for the manufacturing industries and for regional specialization show which economic centres played a role for the economic development of the country over time. The roles which agglomerations and regional specialization can play are discussed with a view to the problems of cohesion in Hungary, the enlarged EU and future EU accession countries. The conclusions also take into account the current political and academic debate regarding European regional policy.
