No one in Latin American historiography has paid more attention to questions related to the emergence of nations than Jose Carlos Chiaramonte. Reflecting on eighteenth- and nineteenth-century uses of the concept of nation in Europe and the Americas, Chiaramonte argues that historical questions related to the term "nation" derive from its changing meaning in different contexts. The historian would be better advised to focus on the development of forms of state organization, and the emergence of national states, rather than the "nation" as a cultural community prior to independence.Nation and State in Latin America begins by examining the effects on historians of the ideological and methodological prejudice spread by contemporary nationalism on the historical studies of Latin America. Chiaramonte analyzes uses of concepts such as "nation" and "state" in both Europe and the Americas. Chiaramonte considers the prominence of sovereign "pueblos" (cities and townships) and their role during independence. He argues the non-existence of nationalities in the period and proves that feelings of collective identity at that time amounted mainly to local affections.He concludes with an analysis of major trends in federalism and the law of nature and nations, crucial to understanding the political concepts of the age of birth of modern Latin American nations. This book covers the whole of Latin America, making use of comparative viewpoints. The different national intonations of the concept of sovereignty and the nuances of the federal and confederate forms of the state are examined in detail.

The Twenty-First Century is witnessing an epic struggle between the forces of global governance and American constitutional democracy. Transnational progressives and pragmatists in the UN, EU, post-modern states of Europe, NGOs, corporations, prominent foundations, and most importantly, in America’s leading elites, seek to establish “global governance.” Further, they understand that in order to achieve global governance, American sovereignty must be subordinated to the “global rule of law.” The U.S. Constitution must incorporate “evolving norms of international law.” Sovereignty or Submission? examines this process with crystalline clarity and alerts the American public to the danger ahead. Global governance seeks legitimacy not in democracy, but in a partisan interpretation of human rights. It would shift power from democracies (U.S., Israel, India) to post-democratic authorities, such as the judges of the International Criminal Court. Global governance is a new political form (a rival to liberal democracy), that is already a significant actor on the world stage. America faces serious challenges from radical Islam and a rising China. Simultaneously, it faces a third challenge (global governance) that is internal to the democratic world; is non-violent; but nonetheless threatens constitutional self-government. Although it seems unlikely that the utopian goals of the globalists could be fully achieved, if they continue to obtain a wide spread influence over mainstream elite opinion, they could disable and disarm democratic self-government at home and abroad. The result would be the slow suicide of American liberal democracy. Whichever side prevails, the existential conflict of global governance versus American sovereignty (and democratic self-government in general) will be at the heart of world politics as far as the eye can see.

This book takes a bold new look at both Spain's and Portugal's New World empires in a trans-Atlantic context. It argues that modern notions of sovereignty in the Atlantic world have been unstable, contested, and equivocal from the start. It shows how much contemporary notions of sovereignty emerged in the Americas as a response to European imperial crises in the age of revolutions. Jeremy Adelman reveals how many modern-day uncertainties about property, citizenship, and human rights were forged in an epic contest over the very nature of state power in the eighteenth and early nineteenth centuries. Sovereignty and Revolution in the Iberian Atlantic offers a new understanding of Latin American and Atlantic history, one that blurs traditional distinctions between the "imperial" and the "colonial." It shows how the Spanish and Portuguese empires responded to the pressures of rival states and merchant capitalism in the eighteenth century. As empires adapted, the ties between colonies and mother countries transformed, recreating trans-Atlantic bonds of loyalty and interests. In the end, colonies repudiated their Iberian loyalties not so much because they sought independent nationhood. Rather, as European conflicts and revolutions swept across the Atlantic, empires were no longer viable models of sovereignty--and there was less to be loyal to. The Old Regimes collapsed before subjects began to imagine new ones in their place. The emergence of Latin American nations--indeed many of our contemporary notions of sovereignty--was the effect, and not the cause, of the breakdown of European empires.
