Measurements in present experiments have dramatically advanced our understanding of ultrahigh-energy cosmic rays. The suppression of the flux at the highest energies is now confirmed without any doubt, and strong limits have been placed on the photon and neutrino components. There are indications for a small, large-scale anisotropy both below and above the energy of the angle and for a correlation on smaller angular scales at E > 5.5*1019 eV. Around 3*1018 eV, there is a distinct change of slope with energy, and the shower-to-shower variance decreases. Interpreted with the leading LHC-tuned shower models, this implies a gradual shift to a heavier composition, and a number of fundamentally different astrophysical model scenarios have been developed to describe this evolution.

On September 27 – October 3, 2008 the NATO Advanced Research Workshop (ARW) on progress in high-energy physics and nuclear safety was held in Yalta, Crimea (see: http://crimea.bitp.kiev.ua and http://arw.bitp.kiev.ua). Nearly 50 leading experts in high-energy and nuclear physics from Eastern and Western Europe as well as from North America participated at the Workshop. The topics of the ARW covered recent results of theoretical and experimental studies in high-energy physics, accelerator, detection and nuclear technologies, as well as problems of nuclear safety in high-energy experimentation and in nuclear - dustry. The forthcoming experiments at the Large Hadron Collider (LHC) at CERN and cosmic-ray experiments were among the topics of the ARW. An important aspect of the Workshop was the scienti?c collaboration between nuclear physicists from East and West, especially in the ?eld of nuclear safety. In preparing the program for this Conference, the third in the series, it soon became evident that it was not possible to in clude in a conference of reasonable duration all the topics that might be subsumed under the broad title, "High Energy Physics and Nuclear Structure. " From their initiation, in 1963, it has been as much the aim of these Conferences to provide some bridges between the steadily separating domains of particle and nuclear physics, as to explore thoroughly the borderline territory between the two - the sort of no-man's-land that lies unclaimed, or claimed by both sides. The past few years have witnessed the rapid development of many new routes connecting the two major areas of 'elementary par ticles' and 'nuclear structure', and these now spread over a great expanse of physics, logically perhaps including the whole of both subjects. (As recently as 1954, an International Conference on 'Nuclear and Meson Physics' did, in fact, embrace both fields!) Since it is not now possible to traverse, in one Conference, this whole network of connections, still less to explore the entire ter ritory it covers, the choice of topics has to be in some degree arbitrary. It is hoped that ours has served the purpose of fairly exemplifying many areas where physicists, normally separated by their diverse interests, can find interesting and important topics which bring them together.
