As companies increasingly look to the global market for capital, cheaper commodities and labor, and lower production costs, the impact on Mexican and American workers and labor unions is significant. National boundaries and the laws of governments that regulate social relations between laborers and management are less relevant in the era of globalization, rendering ineffective the traditional union strategies of pressuring the state for reform. Focusing especially on the effects of the North American Free Trade Agreement and the North American Agreement on Labor Cooperation (the first international labor agreement linked to an international trade agreement), Norman Caulfield notes the waning political influence of trade unions and their disunity and divergence on crucial issues such as labor migration and workers' rights. Comparing the labor movement's fortunes in the 1970s with its current weakened condition, Caulfield notes the parallel decline in the United States' hegemonic influence in an increasingly globalized economy. As a result, organized labor has been transformed from organizations that once pressured management and the state for worker concessions to organizations that now request that workers concede wages, pensions, and health benefits to remain competitive in the global marketplace.

Challenging sweatshop labor practices is extremely difficult, but garment workers, labor unions, and non-government organizations from Central America and the United States have successfully mobilized for better wages and working conditions over the past ten years. Those gains have not been broadened or sustained over time, however. This book examines why these various outcomes occurred through a comprehensive analysis of four cross-border labor solidarity campaigns. It concludes with some short, medium, and long-term strategies for addressing and potentially overcoming some of the obstacles that the contemporary anti-sweatshop movement currently faces.

Having unilaterally opened its borders to international competition and foreign investment in the mid-1980s, Mexico has become one of the world's leading proponents of economic liberalization. Nevertheless, as the recent uprising of native peoples in Chiapas has made clear, economic reforms are not universally welcomed. This book addresses the challenges brought about by the restructuring of the Mexican economy at a time when-multiple organizations of civil society are demanding a democratic political transition in a system that has been dominated by one party for nearly seventy years. The contributors identify the key social and political actors—both domestic and international—involved in promoting or resisting the new economic model and examine the role of the state in the restructuring process. The history of international free trade union organisations during the first two decades of the Cold War is an important but often neglected aspect of the development of post-war labour and liberalism. In this path-breaking book, Rodríguez García fills this void in the historical literature by offering a comparative analysis of two cases, the European Regional Organisation (ERO) and the Inter-American Regional Workers' Organisation (ORIT), which were created in the early 1950s as regional branches of the International Confederation of Free Trade Unions (ICFTU). The author employs the term 'labour liberalism' to describe their wide variety of functions. She argues that social democratic and reformist trade unions, which made up the bulk of ICFTU members, were fundamentally shaped by liberal values, even while calling for the active participation of organised labour in the planning and implementation of projects promoting liberal democracy and socio-economic development at home and abroad. By placing international free trade unionism centre stage, this book adds significantly to our understanding of post-war labour and liberalism.
