The great over-representation of young drivers in crashes and road fatalities is a serious public health problem that exacts an unacceptable toll in human, social and economic terms. Young drivers account for about 27 per cent of driver fatalities across OECD countries, although people in the same age group represent only about 10 per cent of the population. Furthermore, between 20 and 30 per cent of total traffic fatalities result from crashes involving a young driver. Young male drivers' crash fatality rates are as much as three times those of young female drivers, and remain much higher even when adjusted to factor in their higher rates of exposure. In some countries, young males' relative risk, compared to that of other drivers, is increasing. The high levels of young driver risk result principally from factors of inexperience, age, and gender. This risk is aggravated by the circumstances under which many young people drive - young people, especially men, are over-represented in crashes at high speed, at night, with similarly aged passengers, involving alcohol, and often when not wearing seatbelts. There is no single solution. The goal of reduced young driver crashes must be pursued through a combination of countermeasures involving the licensing process, training and learning methods, enforcement, education and communication, and technology.

This study investigated the relative importance of youth and lack of driving experience as contributors to the over representation of young drivers in traffic crashes. Interviews were conducted with drivers aged 16-29 to collect information on their personal characteristics, travel patterns and crash histories. After allowing for differences in exposure (time spent driving), crash involvement was found to be associated with lack of driving experience and with high levels of recklessness. Recklessness was higher amongst young drivers. Drivers who obtain a licence relatively early were no more reckless than those who are licensed when somewhat older Young males were significantly more reckless than young females but did not have higher crash risk (after controlling for exposure). Thus, skill levels may be higher among young males, compensating for their greater recklessness. Although experience was found to be more important than age in determining crash risk, the high correlaton between the two means that the issue cannot be resolved beyond all doubt. Future research should directly address the skill and motivational variables elevant to crash risk, rather than relying on experience nd age as proxies. The present study has taken an mportant step in this direction by demonstrating that ecklessness is a better predictor of young driver crash nvolvement than age. A theoretical model of the determinants of young driver crash risk is outlined and some methodogical issues concerning types of available data, measures of crash risk and measures of exposure to risk are discussed. The concept of a young problem driver sub group, that is a sub group who operates at a (substantially) higher tha average crash risk and thus contribute disproportionatel to young driver crashes is often proposed. This report presents a literature review and mass crash data analyses and proposes a conceptual framework comprising crash risk, crash frequencies, crash countermeasures and countermeasure priorities to assist (policy) discussion of this issue.
