The austere landscape of the Great Basin has inspired diverse responses from the people who have moved through or settled in it. Author Richard V. Francaviglia is interested in the connection between environment and spirituality in the Great Basin, for here, he says, "faith and landscape conspire to resurrect old myths and create new ones." As a geographer, Francaviglia knows that place means more than physical space. Human perceptions and interpretations are what give place its meaning. Narrative Policy Analysis presents a powerful and original application of contemporary literary theory and policy analysis to many of today’s most urgent public policy issues. Emery Roe demonstrates across a wide array of case studies that structuralist and poststructuralist theories of narrative are exceptionally useful in evaluating difficult policy problems, understanding their implications, and in making effective policy recommendations. Assuming no prior knowledge of literary theory, Roe introduces the theoretical concepts and terminology from literary analysis through an examination of the budget crises of national governments. Pioneers traveling along the Oregon Trail from western Nebraska, through Wyoming and southern Idaho and into eastern Oregon, referred to their travel as an 800 mile journey through a sea of sagebrush, mainly big sagebrush ( Artemisia tridentata). Today approximately 50 percent of the sagebrush sea has given way to agriculture, cities and towns, and other human developments. What remains is further fragmented by range management practices, creeping expansion of woodlands, alien weed species, and the historic view that big sagebrush is a worthless plant. Two ideas are promoted in this report: (1) big sagebrush is a nursing mother to a host of organisms that range from microscopic fungi to large mammals, and (2) many range management practices applied to big sagebrush ecosystems are not science based.
