"Dr. Terrel H. (Ted) Bell, formerly Deputy Commissioner and Acting Commissioner of Education in the U. S. Office of Education, has long been an advocate of early childhood education. He believes that "preschool" education should take place in the home, not in an institutionalized setting. Furthermore, according to Dr. Bell, early childhood education should begin at birth, not at the arbitrary age of three or four years as some propose. The goal of early childhood education, Dr. Bell maintains, is not so much the transmittal of knowledge or factual information as it is the creation of healthy attitudes about learning and the building of intellectual capacity to prepare a child for formalized education. "The emphasis is placed on young children," Dr. Bell writes, "because research tells us that we must bring certain mind-nurturing experiences to children before the age of five years if we are to take advantage of this great new potential.
