The instrument is used by the Courts in making decisions concerning disposition of the juvenile and by Department of Juvenile Justice and Delinquent Prevention staff in developing appropriate case management plans. The instrument currently utilized appears to be deficient, as it does not address the number of risk factors indicated by research to be linked to delinquency. Based on research and validated instruments used by other jurisdictions, a revised risk assessment for at-risk North Carolina youth is proposed.
