The much heralded growth and transformation of many economies in sub-Saharan Africa over the last decade continues to receive prominent attention in academic scholarship and among policy practitioners. An apparent feature about this transformation, however, is that Africa’s youth appear to have been left out. This book critically examines the extent and consequences of the marginalization of African youth. It questions conventional wisdoms about data trends, aspirational goals, and common policy interventions surrounding Africa’s youth that have been variously propagated in both the development studies literature and in mainstream donor policy reports. The book explores macro trends from both a temporal and cross-regional perspective in order to highlight what is distinct about contemporary African youth and whether their prospects and behaviours do actually vary from their counterparts in other regions of the world or from previous generations of African youth. There is no unique determinant of the youth employment challenge in the African region. Rather, a combination of factors contributes to compound a situation that has become a top socio-political priority for the region. Africa has the youngest population in the world and over 10 years from now, 30 million young people from the region are likely to enter the African labour market each year. The African population is very young and therefore, one could say that the employment challenge is, in effect, also a youth challenge. Young people are between 1.5 and 2.5 times more likely to be out of work than older adults in most of the countries in the continent. Africa’s unemployment conundrum is such that those in vulnerable employment and those underemployed in informal sectors are not always in the calculation when assessing the dangers of lack of jobs for young people. Youth find work but most often than not, in places where the pay is very low with lack of opportunity for skills development and job security. This is so, partly because most African countries have not been able to transform fundamentally from low productivity agriculture to higher productivity on-agriculture sectors and when coupled with high fertility and low infant mortality, the result has shown little improvement in the building of sustainable employment structure. Over the past few years, researches have been carried out on several dimensions of China’s education, training and labour relations with Africa. In spite of China’s discourse about the parity and importance of win-win in China–Africa engagement, many still think that China has not paid sufficient attention to the issue of job creation for the young people in Africa, considering the number of investments the country has in the continent. Many Chinese companies operating in Africa have a negative assessment card. Beyond the claim of asymmetric relations and debt-trap diplomacy, when it comes to their employment record, some observers accuse the Chinese of mainly employing their citizens for projects in Africa, depriving the locals of potential jobs. When they do hire locally, the accusation is that the wages are very low and come with little or no training.

Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Raising South Africa’s low employment rate to levels seen in emerging market or advanced economy peers could raise GDP per capita by 50 to 60 percent and reduce income inequality dramatically in the long term. By putting further strain on an already fragile labor market, Covid-19 has raised the urgency of action. This paper reviews labor market policy and other reform options to enhance South Africa’s job market performance, drawing from international evidence and new analysis. We find much scope for improving the design of key labor market institutions—including collective bargaining and employment protection legislation—and active labor market policies to improve job seekers’ prospects. These reforms should come hand-in-hand with others, such as in the areas of education or product market regulation, that may work pay. Labor market and other reforms would primarily benefit disadvantaged groups such as youth.

Economic development and growth depend on a country’s young people. With most of their working life ahead of them they make up about a third of the working-age population in the typical emerging market and developing economy. But the youth in these economies face a daunting labor market—about 20 percent of them are neither employed, in school, nor in training (the youth inactivity rate). This is double the share in the average advanced economy. Were nothing else to change, bringing youth inactivity in these economies down to what it is in advanced economies and getting those inactive young people into new jobs would have a striking effect. The working-age employment rate in the average emerging market and developing economy would rise more than 3 percentage points, and real output would get a 5 percent boost.
