This guide to European Community (EC) programs in the fields of education, training, and youth is intended to help interested individuals, projects, and institutions obtain information on the increasing scope of cooperation at the EC level. Section 1 describes programs/actions initiated by the EC's Task Force for Human Resources, Education, and Training and Youth in the following areas: cooperation in the field of education, language teaching, higher and university education, central and Eastern Europe, initial training, continuing training, and youth, as well as exchanges of information and experience regarding education in the EC (information network on education in the European Community--Euridice; study visits for education specialists--Arion; and the European Centre for the Development of Vocational Training--Cedefop). Section 2 outlines efforts to achieve mutual recognition of qualifications and diplomas by EC countries. Discussed in section 3 are programs implemented within the framework of other EC policies, including three programs funded by the European Social Fund, experimental training schemes, three programs to promote research, and an initiative to teach European integration at universities. Each program description includes some or all of the following: objectives, role, actions, target group, source(s) of further information, references, and contact point(s). Addresses of offices of the Commission of the European Communities in 12 countries are included. (MN)

This book examines why the Community decided to take actions in the field of education and training, what the extent of this involvement is, and how the future may affect EU decisions on education and training. It argues that the logic of the EU involvement in education and training derives from both economic and political considerations; that the extent of this involvement has not so far been very significant but is growing; and that the pace of political integration will ultimately condition the Community’s competence in the field of education and training.

In 1998, the Council of Europe and the European Commission decided to take common action in the field of youth. Both institutions initiated a partnership agreement with the aim "to promote active European citizenship and civil society by giving impetus to the training of youth leaders and youth workers working within a European dimension". In 2003, additional agreements were signed in the fields of "youth research" and "Euro-Mediterranean youth co-operation". Since 2005, the partnership between the European Commission and the Council of Europe in the field of Youth activities have been focusing on the following topics: European Citizenship, human rights education and intercultural dialogue, quality and recognition of youth work and training, better understanding and knowledge of youth and youth policy development. The partnership between the Council of Europe and the European Commission in the field of Youth brings together the two institutions' experience in non formal education, youth policy, youth research and youth work practice. The co-operation between the two institutions covers a wide spectrum of activities such as training, seminars, workshops, networking and dialogue design. Results and other material are made available on the partnership website (http://youth-partnership.coe.int) and in various publications, including the Training Kits (T-Kits). T-Kits are thematic publications written by experienced youth trainers and experts and constitute easy to use handbooks for educational activities. All activities and publications enhance the exchange of experience and good practice between the actors involved and contribute to the implementation of the political objectives of both partners.

This document contains a summary of the European Community (EC) Task Force for Human Resources, Education, Training and Youth's reactions to a 1991 memorandum on vocational training in the EC in the 1990s. The memorandum was issued by the Commission of the European Communities to initiate broad debate within and among EC member nations. A third-party analysis of EC members' responses to the memorandum is also provided. Included in the summary of task force observations are the following: summary of the process of discussing/debating the memorandum within and among the individual EC member nations, discussion of fundamental themes emerging from the debate, list of points of consensus among individual EC members, and possible courses of action emerging from the debate. The report of the third-party analysis, which constitutes the majority of the document, explains the method used to conduct the analysis and identifies issues in vocational training and EC members' procedures regarding anticipating needs, responding to new needs, planning/delivering initial and continuing training, assuming responsibility for vocational training at the national level, providing access, and meeting expectations. This volume contains three studies that address important and complementary aspects of youth work as it is developing in the Member States of the European Union. Chapter 1, Youth Structures and Policies at National Level, has two parts. The first describes the specific nature of youth policies carried out by the various governments and the underlying concepts and the terminology used. The second part is an overview of the type and direction of youth policies in the Member States, stressing some aspects of convergence and divergence. Chapter 2, Youth Structures and Policies at Regional and Local Level, analyzes the regional and local dimension of youth policies. Part 1 describes regional and local structures and the corresponding youth policies implemented by the Member States. It pinpoints the particular features of each Member State and highlights common features, convergences, and areas suitable for the development of cooperation at European level. Part 2 highlights the objectives of youth policies and the social problems they attempt to resolve. Chapter 3, Youth Worker Training, is divided into two parts. The first consists of tables and brief commentaries that present the training systems for youth workers set up by the different Member States.
