Investigation of the complex issues surrounding the links between bovine tuberculosis and infected meat - with a contemporary resonance in the BSE scare. By the late 1890s, the question of bovine tuberculosis (TB) and infected meat had become one of national importance, reflecting a national sense of fear. Although the extent of the threat to health proved uncertain, bovine TB hadcome to stand at the centre of debates about diseased meat and public health. The anxiety it caused was part of a longer story, linked to concern over food safety, changes in how tuberculosis was understood, and to worries over diseased meat and the 'evils' of the urban meat trade. The Bovine Scourge explores the debates and fears that came to surround bovine TB, meat and public health between the 1860s and 1914. It traces how diseased meat and bovine TB emerged as a public health issue, examines the measures adopted to protect the public, and addresses how by the Edwardian era milk had become the major source of concern in discussion of bovine TB. It also raises important questions about the history of food safety, the concerns generated by diseased meat, and the role of the public health and veterinary profession in preventing the sale of contaminated food. Mycobacterium bovis is the main causal agent of bovine tuberculosis that causes zoonotic tuberculosis in humans. The most common routes of transmission of the agent to human are airborne transmission, consumption of unpasteurized milk, direct contact with infected animals or untreated animal products. Conventional diagnostic methods in combination with modern molecular and immunological techniques should be used for early and accurate diagnosis of the disease. Some of the challenges to tackle and eradicate zoonotic TB in developing countries are having many hosts, absence of early diagnosis, presence of other acute diseases, being economically unable to implement control strategies, and other social and cultural issues. Usually treatment is not recommended in animals but vaccination is carried out in some countries as a preventive measure. Due to the grave consequences of M. bovis infection on animal and human health, it is necessary to introduce accurate control measures to reduce the risk of disease in human and animal populations. Proper food hygiene practices, slaughter of the affected animals in developed countries, and segregation of the suspected animals in developing countries along with stronger intersectoral collaboration between the veterinary and medical professions are important for the control of the disease.

At the end of the nineteenth century, the health and productivity of the livestock and poultry industries and the safety of foods of animal origin in the United States were severely compromised by infectious diseases. Bovine tuberculosis was a widespread and significant food safety hazard, with large numbers of human TB cases caused by contaminated milk. Texas fever, foot and mouth disease, brucellosis, glanders, trichinosis, and fowl plague challenged both animal and human health. Government intervention in veterinary public health made great strides during the first half of the twentieth century, however, and the U.S. food supply was proclaimed to be the safest in the world. Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. Improving Food Safety Through a One Health Approach: Workshop Summary covers the events of the workshop and explains the recommendations for future related workshops.

The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
