The State of Food Insecurity in the World 2009 presents the latest statistics on global undernourishment and concludes that structural problems of uderinvestment have impeded progress toward the World Food Summit goal and the first Millennium Development Goal hunger reduction target. This disappointing state of affairs has been exacerbated by first the food crisis and now the global economic crisis that, together, have increased the number of undernourished people in the world to more that one billion for the first time since 1970. This crisis is different from the crisis developing countries have experienced in the past, because it is affecting the entire world simultaneously and because developing countries today are more integrated into the global economy than in the past. In the context of the enormous financial pressures faced by governments, the twin-track approach remains an effective way to address growing levels of hunger in the world. At the end of the nineteenth century, the health and productivity of the livestock and poultry industries and the safety of foods of animal origin in the United States were severely compromised by infectious diseases. Bovine tuberculosis was a widespread and significant food safety hazard, with large numbers of human TB cases caused by contaminated milk. Texas fever, foot and mouth disease, brucellosis, glanders, trichinosis, and fowl plague challenged both animal and human health. Government intervention in veterinary public health made great strides during the first half of the twentieth century, however, and the U.S. food supply was proclaimed to be the safest in the world. In the countries of the developing world, infectious diseases of animals and humans remain prevalent and pose serious threats to a globalized society, in which the health status of animals in one nation is directly linked to the health status of animal and human populations throughout the world. This year’s report presents evidence that the absolute number of people who suffer from hunger continues to slowly increase. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

In recent years, a greater level of integration of the world economy and an opening of national markets to trade has impacted virtually all areas of society. The process of globalization has the potential to generate long-term benefits for developing countries, including enhanced technology and knowledge transfers and new fina- ing options supporting agricultural and economic development. However, risks of political and economic instability, increased inequality, and losses in agricultural income and production for countries that subsidize their agricultural and other e- nomic sectors threaten to offset potential benefits. To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005.
