Studienarbeit aus dem Jahr 2006 im Fachbereich Soziologie - Wohnen, Stadtsoziologie, Note: 1,7, Albert-Ludwigs-Universität Freiburg, Sprache: Deutsch, Abstract: In deutschen Städten nimmt seit dem Ende von Wirtschaftswachstum und Vollbeschäftigung in den 1970er Jahren die soziale Ungleichheit und sozialräumliche Segregation beständig zu, und das Streben nach Wirtschaftlichkeit bestimmt mehr und mehr das politische Handeln. In den Städten ist dieser Trend ebenfalls zu spüren: immer mehr öffentliches Eigentum wird privatisiert. Davon sind in verstärktem Maße die städtischen Mietwohnungen betroffen; auch in Freiburg sollen alle stadteigenen Wohnungen an private Investoren verkauft werden. Soziale Zielsetzungen, die noch bis in die 1970er Jahre maßgebliche Handlungskoordinaten städtepolitischen Vorgehens waren, geraten damit zunehmend ins Hintertreffen zugunsten unternehmerischer Prioritäten. In meiner Arbeit gehe ich der Frage nach, welche Folgen dieses Vorgehen für die Städte hat. Um die Frage beantworten zu können, zeichne ich im ersten Kapitel die Entwicklung und die Krise der sozialen Stadt nach. Entstanden in den 1920er Jahren, wurde das Konzept einer vorwiegend auf sozialen Ausgleich ausgerichteten Stadt durch wirtschaftliche Strukturkrisen und -veränderungen zunehmend in Frage gestellt. Folgen der ab diesem Zeitpunkt verstärkt auf wirtschaftliche Zielsetzungen fokussierten Politik ist eine zunehmende sozialräumliche Segregation in den Städten. Im zweiten Kapitel setze ich mich daher mit dem Phänomen der städtischen Segregation und deren Konsequenzen auseinander. Besonders interessiert mich dabei, ob die zunehmende sozialräumliche Segregation unvermeidlich negative Folgen für unterprivilegierte Bevölkerungsgruppen mit sich bringt und ein benachteiligtes Gebiet zwangsläufig auch zum benachteiligenden wird. Im letzten Kapitel befasse ich mich mit Lösungsstrategien, die einer Abwärtsentwicklung benachteiligter Stadtteile entgegenwirken können. Zunächst beschäftige ich mich dabei mit theoretischen Ausführungen und danach mit der Entwicklung von Weingarten-Ost, einem Freiburger Stadtteil, in dem überdurchschnittlich viele einkommensarme Haushalte leben. Grundlegend ist in Anbetracht der heutigen Tendenzen die Frage, ob eine auf sozialen Ausgleich bedachte Stadtpolitik in Zeiten zunehmender sozialer Kürzungen seitens des Staates bei gleichzeitigem Anstieg von Armut noch verfolgt werden kann und ob eine solche sozialpolitische Zielsetzung überhaupt noch angestrebt wird. Mit anderen Worten: hat die soziale Stadt noch eine Zukunft?
