How can we best analyse contemporary welfare state change? And how can we explain and understand the politics of it? This book contributes to these questions both empirically and theoretically by concentrating on one of the least likely cases for welfare state transformation in Europe. It analyzes in detail how and why institutional change has taken Germany’s welfare state from a conservative towards a new work-first regime. Christof Schiller introduces a novel analytical framework to make sense of the politics of welfare state transformation by providing the missing link: the capacity of the core executive over time. Examining the policy making process in labour market policy in the period between 1980 and 2010, he identifies three different policy making episodes and analyses their interaction with developments and changes in such policy areas as pension policy, family policy, labour law, tax policy and social assistance. The book advances existing efforts aimed at conceptualizing and measuring welfare state change by proposing a clear-cut conceptualization of social policy regime change and introduces a comprehensive analysis of the transformation of the welfare-work nexus between 1980 and 2010 in Germany. In the last decade, developed welfare states have witnessed a pendulum swing away from unconditional entitlement to social assistance, towards greater emphasis on obligations and conditions tied to the receipt of financial aid. Through administrative reforms, conditions of entitlement have been narrowed. With the introduction of compulsory work for recipients the contract between the state and uninsured unemployed people is changing. The product of research funded by the European Union, this book compares 'work-for-welfare' - or workfare - programmes objectively for the first time. It considers well publicised schemes from the United States alongside more overlooked examples of workfare programmes from six European countries: France, Germany, the Netherlands, Norway, Denmark and Britain. It is the first time that details of workfare programmes have been collated in such an easily accessible format. 'An offer you can't refuse' provides an analysis of the ideological debates that surround compulsory work programmes and gives a detailed overview of the programmes implemented in each country, including their political and policy contexts and the forces that have combined to facilitate their implementation. Similarities and differences between programmes are explored. Explanations for differences and lessons for policy makers are discussed.

Inhaltsangabe:Gang der Untersuchung: Die Diplomarbeit befaßt sich mit Chancen und Grenzen arbeitsmarktpolitischer Maßnahmen zur Bekämpfung von Langzeitarbeitslosigkeit. Fokussiert wird die jüngste Reform des Arbeitsförderungsrechts und seine Auswirkungen auf einen gemeinnützigen Träger beruflicher Wiedereingliederungsmaßnahmen in Mönchengladbach. Untersucht werden zusätzlich die finanziellen Folgen für die Arbeitslosen selbst sowie für die Kommunen als letztem Netz sozialer Sicherung. Das erste Kapitel stellt, ausgehend von der Frage nach der Reformbedürftigkeit des Arbeitsförderungsrechts, das neue Arbeitsförderungsreformgesetz (AFRG) in seiner neuen Zielbestimmung vor. Anschließend werden einzelne Instrumente (Arbeitsbeschaffungsmaßnahmen) erörtert, die für die öffentlich geförderte Beschäftigung von grundlegender Bedeutung sind. Auch Institutionen der Arbeitsförderung werden durch die Gesetzesreform teilweise in ihrer Handlungsfähigkeit stark eingegrenzt. Bevor dies am praktischen Beispiel ‘Neue Arbeit Mönchengladbach gGmbH’ aufgezeigt wird, jedoch vorab eine theoretische Einführung zum öffentlich geförderten Arbeitsmarkt, um die sich verschärfende Diskussion über Sinn und Unsinn öffentlich geförderter Beschäftigung besser verstehen zu können. Abschließend verlasse ich die institutionelle Sicht und befasse mich einerseits mit den individuellen Folgen von Langzeitarbeitslosigkeit unter Zuhilfenahme einer Modellrechnung zur finanziellen Situation. Andererseits werden die sozialpolitischen Folgen am Beispiel der Verschiebung der Kosten von Arbeitslosigkeit auf die Kommunen dargestellt.
