C’est à cette question que cet ouvrage s’attache à répondre. On y trouve une description ethnographique minutieuse des dispositifs microsociaux qui permettent aux citadins-commerçants d’approvisionner la ville et aux citoyens ordinaires de continuer simplement à vivre. Le livre plonge ainsi le lecteur dans les multiples formes de la « débrouille » qui organisent l’univers du petit commerce dans les marchés de la ville de Kinshasa. La créativité de la débrouille kinoise ne cesse d’étonner. Elle révèle l’ingéniosité des solutions que les citadins inventent quotidiennement pour capter un revenu dans un contexte singulier de déliquescence institutionnelle et d’anomie. Mais, ses expressions et ses manifestations n’ont été le plus souvent décrites que dans leurs dimensions individuelles. L’originalité de ce travail est de les décrire en interaction et de les appréhender aussi dans leur dimension collective, comme des codes sociaux. Tout en suivant le fil conducteur du commerce de détail, l’analyse entrecroise en permanence deux ordres de réflexion. Le premier porte sur la question particulière de la petite économie urbaine. À cet égard, l’ouvrage restitue l’ambivalence des stratégies de coopération et de solidarité contraintes par la précarité omniprésente et par la violence ordinaire qui en découle. Le second, plus politique, porte sur la réinvention des normes et des formes de régulation que révèlent les pratiques sociales et économiques des commerçants. La réflexion finale de l’ouvrage porte sur la question de la régulation sociale, montrant que l’économie de la débrouille n’est pas seulement le lieu d’enchevêtrement de plusieurs logiques – parfois contradictoires – mais qu’elle est également un espace de réinvention normative à travers lequel peut se lire la dynamique des changements en cours. Sylvie Ayimpam est docteur en sciences politiques et sociales de l’Université catholique de Louvain. Elle est chercheur associé à l’Institut des Mondes Africains (IMAf) UMR 8171 (CNRS) – UMR 243 (IRD), où elle mène une recherche postdoctorale au sein du programme EINSA soutenu par l’Agence nationale de la recherche (ANR). Kinshasa is sub-Saharan Africa‘s second largest city. Dance music plays a central role in the cultural, social, religious, and family lives of the people of the Democratic Republic of the Congo. Among the various genres popular in the capital city of Kinshasa, Congolese rumba occupies a special place and can be counted as one of the DRC’s most well-known cultural exports. The public image of rumba was historically dominated by male bandleaders, singers, and musicians. However, with the introduction of the danseuse (professional concert dancer) in the late 1970s, the role of women as cultural, moral, and economic actors came into public prominence and helped further raise Congolese rumba’s international profile. In Congo’s Dancers, Lesley Nicole Braun uses the prism of the Congolese danseuse to examine the politics of control and the ways in which notions of visibility, virtue, and socio-economic opportunity are interlinked in this urban African context. The work of the danseuse highlights the fact that public visibility is necessary to build the social networks required for economic independence, even as this visibility invites social opprobrium for women. The concert dancer therefore exemplifies many of the challenges that women face in Kinshasa as they navigate the public sphere, and she illustrates the gendered differences of local patronage politics that shape public morality. As an ethnographer, Braun had unusual access to the world she documents, having been invited to participate as a concert dancer herself.

Since 2001 The Democratic Republic of Congo has been engaged in a three-fold transition process towards liberalisation, democratisation, and peace. Throughout this process, external actors (donors, international financial institutions, the UN system, aid agencies) have played a leading role, effectively setting the orientations and modalities of this transition, including their institutional dimension. Congolese actors have not been passively subjected to this process, however, but have potently shaped it in various ways. This book investigates the relationship between international aid partners and various Congolese actors since 2001. It examines this relationship as an aspect of the state reform process, with particular reference to the administration. Stylianos Moshonas argues that the pace and nature of reform has been compromised by the contradictions inherent within the process itself, as advocated by international partners, and by the ability of Congolese power holders to accommodate and co-opt such reforms in line with their own political strategies. Rather than framing aid relations as the outcome of the oppositional points of view of donors and Congolese actors, this book presents a systematic focus on the compromises and accommodative characteristics that aid politics have coalesced around, as well as the contradictory positions donors have found themselves in.
