The book traces the political history of the concept of social policy. „Social policy“ originated in Germany in the mid 19th century as a scholarly term that made a career in politics. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts – like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”.

How can we best analyse contemporary welfare state change? And how can we explain and understand the politics of it? This book contributes to these questions both empirically and theoretically by concentrating on one of the least likely cases for welfare state transformation in Europe. It analyzes in detail how and why institutional change has taken Germany’s welfare state from a conservative towards a new work-first regime. Christof Schiller introduces a novel analytical framework to make sense of the politics of welfare state transformation by providing the missing link: the capacity of the core executive over time. Examining the policy making process in labour market policy in the period between 1980 and 2010, he identifies three different policy making episodes and analyses their interaction with developments and changes in such policy areas as pension policy, family policy, labour law, tax policy and social assistance. The book advances existing efforts aimed at conceptualizing and measuring welfare state change by proposing a clear-cut conceptualization of social policy regime change and introduces a comprehensive analysis of the transformation of the welfare-work nexus between 1980 and 2010 in Germany. Sie befasst sich mit dem System der Arbeitslosenversicherung in Schweden. Der Autor hat sich für die Sozialpolitik eines skandinavischen Landes entschieden, weil bei zahlreichen öffentlichen Diskussionen um die soziale Absicherung in Deutschland die Sozialpolitik der skandinavischen Länder häufig als Vorzeigemodell angepriesen wird. Die Hausarbeit soll einen Überblick darüber geben, was hinter diesen Systemen steckt und wie die Arbeitslosenversicherung funktioniert. Dabei fokussiert sich die Arbeit auf das Versicherungssystem Schwedens. In Deutschland ist die Arbeitslosenversicherung Teil der Sozialpolitik und alle Arbeitnehmer sind pflichtversichert mit Ausnahme von Beamten, Minijober und Selbständigen. Die zuständige Behörde ist die Bundesagentur für Arbeit. Die Leistungen der Versicherung werden vornehmlich aus Sozialversicherungsbeiträgen finanziert. (bpb 2013: online) Diese Elemente werden in den folgenden Abschnitten in die schwedische Perspektive gesetzt und untersucht. Die Arbeitslosenversicherung in Schweden wurde mit der Wahl einer neuen Regierung in der Regierungsperiode zwischen 2006-2010 reformiert (Kaltenborn; Wielage; von Bothmer; Henkel 2010). Was sich geändert hat und wie die Behörde nach der Reform aufgestellt ist, soll einen aktuellen Einblick über die Funktionsweise des schwedischen Arbeitsamtes geben. Des weiteren wird mit einem kritischen Beitrag aus dem Jahre 2008 diese Reform in Frage gestellt und die Auswirkungen auf die Versicherten dargestellt. Die Absicherung gegen Arbeitslosigkeit besteht in Schweden aus zwei Teilen. Zum einen aus der steuerfinanzierten Grundversicherung und zum anderen aus der Mitgliedschaft in einer freiwilligen Arbeitslosenkasse, die von den Gewerkschaften verwaltet werden. Allerdings werden inzwischen die Leistungen der Arbeitslosenkassen (A-Kassan), begründet durch den Zusammenhang von struktureller Arbeitslosigkeit, zu einem erheblichen Teil staatlich finanziert und unterliegen damit der staatlichen Kontrolle. Die Leistungen hieraus sind einkommensabhängig. Diese Form der Finanzierung von Arbeitslosenversicherungen wird "Genter-System" genannt (Clasen; Viebrock 2005). Einleitend wird die Entstehung und Historie des Genter-Systems beschrieben.
