In 1985 it was 20 years since Nobel Laureate Herbert A. Simon published: 'THE SHAPE OF AUTOMATION: For Men and Management'. This short but important and still topical book dwells on three subjects: - The Long-Range Economic Effects of Automation; - Will the Corporation be Managed by Machines? - The New Science of Management Decision. In contrast with George Orwell, who was a critic of contemporary political systems rather than a prophet, Simon portrays a far more rosy picture of our 'brave new world'. Simon's work breathes optimism. First, computer technology; looking back it is aoubtful whether even the professor expected the hardware development ~e have wittnessed. Secondly, our ability to 'tame the beast'; there is now not much reason for complacency and satisfaction. Offices and factories can by no means be called automated, at most semi-automated. Thirdly the organizational and social implications of these rapid technological developments; referring to what he then called: 'The Computer and the new decision making techniques ..• ' Concerning this last point, there is little need to emphasize that had been less practical application in organizations than the often impressive theoretical developments would lead one to believe. In Europe this situation is even more accute than in the USA and Japan. The ESPRIT programme of the ECC and many similar national programs intend to bridge the gap.

Medicine and health care are currently faced with a significant rise in their complexity. This is partly due to the progress made during the past three decades in the fundamental biological understanding of the causes of health and disease at the molecular, (sub)cellular, and organ level. Since the end of the 1970s, when knowledge representation and reasoning in the biomedical field became a separate area of research, huge progress has been made in the development of methods and tools that are finally able to impact on the way medicine is being practiced. Even though there are huge differences in the techniques and methods used by biomedical researchers, there is now an increasing tendency to share research results in terms of formal knowledge representation methods, such as ontologies, statistical models, network models, and mathematical models. As there is an urgent need for health-care professionals to make better decisions, computer-based support using this knowledge is now becoming increasingly important. The Database and Expert Systems Application -DEXA - conferences are mainly oriented to establish a state-of-the art forum on Database and Expert System applications. But Practice without Theory has no sense, as Leonardo said five centuries ago. In this Conference we try a comprornise between these two complementary aspects. A total of 5 sessions are application-oriented, ranging from classical applications to more unusual ones in Software Engineering. Recent research aspects in Databases, such as activity, deductivity and/or Object Orientation are also present in DEXA 92, as weIl as the implication of the new "data models" such as OO-Model, Deductive Model, etc .. included in the Modelling sessions. Other areas of interest, such as Hyper-Text and Multimedia application, together with the classical field of Information Retrieval are also considered. FinaIly, Implementation Apects are reflected in very concrete fields. A total of of nearly 200 papers submitted from all over the world were sent to DEXA 92. Only 90 could be accepted. A Poster session has also been establishcd. DEXA 90 was held in Vienna, Austria; DEXA 91 in Berlin, Germany; and DEXA 92 will take place in Valencia, Spain, where we are celebrating the discovery of thc New World just five centurics ago, in Leonardo's age. Both the quality of the Conference and the compromise between Practice and Thcory are duc to the credit of all the DEXA 92 authors.
