Die Medienpolitik des Bundesinnenministeriums stand in vielen Bereichen im Schatten des Nationalsozialismus. Mit Initiativen zu einem Bundespressegesetz, zur Einschränkung der Presse im Notstand oder zum Ehrenschutz entzündete das Ressort in der deutschen Öffentlichkeit Konflikte. Stefanie Palm zeigt, wie das Ministerium, das im Medien- und Kulturbereich übergeordnete Kompetenzen besaß, beständig versuchte, eine plurale Medienöffentlichkeit einzuschränken, aber häufig an der öffentlichen Kritik scheiterte. Die Autorin verbindet in ihrer Studie das kaum erforschte medienpolitische Handeln des Bundesinnenministeriums mit biographischen Analysen. Diese zeigen, wie das mediale und gesellschaftliche Ordnungsdenken sich nach dem Nationalsozialismus wandelte. Deutlich wird das Beharrungsvermögen der ehemaligen NS-Funktionseliten über Systemgrenzen hinweg und ihre hohe Prägekraft für die politische Kultur der frühen Bundesrepublik. Im Konfliktfall stellten diese Beamten Staatsschutzinteressen über Freiheitsrechte, etwa den Schutz von Presse- und Meinungsfreiheit. Die Autorin wirft damit anhand bisher unbekannter Archivakten einen neuen Blick auf die Fragilität der Nachkriegsdemokratie.
