Food systems are at a critical juncture—they are evolving quickly to meet growing and changing demand but are not serving everyone’s needs. Building more inclusive food systems can bring a wide range of economic and development benefits to all people, especially the poor and disadvantaged. IFPRI’s 2020 Global Food Policy Report examines the policies and investments and the growing range of tools and technologies that can promote inclusion. Chapters examine the imperative of inclusion, challenges faced by smallholders, youth, women, and conflict-affected people, and the opportunities offered by expanding agrifood value chains and national food system transformations. Critical questions addressed include: How can inclusive food systems help break the intergenerational cycle of poverty and malnutrition? \What can be done to strengthen the midstream of food value chains to improve rural access to jobs, markets, and services? Global estimates show over half a billion people go hungry (FAO, 2020) and close to 2 billion people are either obese or overweight with another 2 billion of the world’s population suffering from micronutrient deficiencies (Micha et al., 2020, Fresco et al., 2017). Inarguably, the world faces significant malnutrition problem (including micro- and macro-nutrient deficiencies, obesity, and diet related non-communicable diseases). This is evident in a recent analysis pointing out that effort in achieving the Global Nutrition Targets is likely to be missed. The observed malnutrition threat is accompanied by climate change, which is influencing food production and consumption trends, and thereby leading to undernutrition and affecting overall development. In addition, there are growing incomes, accelerated urbanization, and expanding middle classes which are also causing significant changes in consumer behaviour and nutritional choices, necessitating both public and private expenditures for better food market integration. As a result, there is a pressing need to examine our food systems to guarantee food and nutrition security and to advance sustainable development. It is likely that the COVID-19 impact may further exacerbates the worsening food insecurity and nutritional status of the most vulnerable groups including women, children and adolescents, refugees and displaced people, smallholders in rural areas, and the urban poor.

This report provides an overview of developments concerning food security and nutrition in Economic Cooperation Organization (ECO) Member States. The overview is based on the data available as of mid-2021. The report is organized in seven sections. Following the Introduction, Section 2 introduces the overall approach adopted in the overview and assessment of the food security and nutrition situation in ECO member states. Section 3 reviews the progress made towards the SDG 2 targets using the most recent data from FAO. The data used in the overview do not incorporate COVID-19-related data. Therefore, the potential impact on food security and nutrition of the spread of the virus is presented separately in Section 4, which discusses the potential global and regional effects of COVID-19. Section 5 elaborates on the key linkages between agriculture and nutrition and underlines a nutrition challenge that diversified and nutrition-sensitive agriculture has high potential to overcome. Section 6 discusses prospects for food security and nutrition in ECO member states until 2030. Finally, Section 7 concludes the report, pointing to the need to incorporate the key considerations into country-level food security and nutrition strategies.
