This book provides a qualitative analysis of post-9/11 counter-terrorism strategy undertaken by the United Kingdom and United States of America. Since 9/11, both the UK and the U.S have significantly revamped their counter-terrorism approaches. The approaches apply, to varying degrees, three key policy instruments – intelligence, law enforcement and military force. However, the success or failure of these counter-terrorism strategies has never been satisfactorily validated. Analysts and policymakers alike have assumed success due to the inability of terrorists to conduct 7/7 and 9/11, respectively, scale attacks upon each state. This assumption has existed despite the fact that it fundamentally underestimates the impact of transnational terrorism. This volume provides an in-depth qualitative assessment of the three primary policy instruments implemented to counter the transnational threat of terrorism during the period 2001-2011; an approach somewhat neglected by the current body of literature which focuses on a purely quantitative methodology. Drawing upon previously unpublished data collected from interviews with policymakers, specialists and academics, the book fills this lacuna by ascertaining and analysing both the UK’s and USA’s counter-terrorism strategies and developing a holistic approach to understanding these strategies. This book will be of interest to students of terrorism and counter-terrorism studies, security studies and IR in general.

Although recent debate surrounding civil rights and liberties in post-9/11 Europe has focused on the forms, provisions and legal consequences of security-led policies, this volume takes an inter-disciplinary approach to explore how these policies have come to generate illiberal practices. The book argues that policies implemented in the name of protection and national security have had a strong effect on civil liberties, human rights and social cohesion - in particular, but not only, since 9/11. The book undertakes detailed sociological enquiries concerning security agencies, and analyses public discourses on the definition of the terrorist threat. This book assesses the impact of post-9/11 domestic counterterrorism policy on US political life. It examines political discourse, law, institutional architecture, and state-population relations, and shows that ‘homeland security’ is a project with wide-ranging implications for democratic institutions and culture. These implications are addressed through a novel approach that treats law and the state as social relations, and relates developments in law to those in the state and in social dynamics. On this basis, the book examines the new political representations in counterterrorism discourse, especially regarding the relation between the state and the population. It examines the form and content of counterterrorism law, the powers it provides, and the structure and functions it prescribes for the state. By focusing on the new Department of Homeland Security and the restructuring of the intelligence apparatus, the book assesses the new, intelligence-led, policing model. Finally, it examines forms of popular support and resistance to homeland security, to discuss citizenship and state-population relations. The author concludes that homeland security has turned the US into a hybrid polity; the legal and political institutions of democracy remain intact, but their content and practices become authoritarian and exclude the population from politics. These legal and political forms remain operative beyond counterterrorism, in the context of the present economic crisis. They are a permanent configuration of power.
