Using a likely force design of a 1990's modernized US Army as a point of departure, a concept for a future force for the early years of the 21st century is described by this futures report. Consideration, based on the author's view of trends and ideas found in futurist literature, is given to planning, manning, training, equipping, fighting, and managing the future Army portrayed. The author's conceptual future Army is few in numbers of personnel and is technologically superior when compared to traditional 20th century forces. It is composed of attrition, reactionary, and contingency fighting elements. Its principal battle characteristics will be deep, decisive, piranha-like strikes against enemy forces. The author envisions that his future force will apply a rapid succession of actions consisting of scan, swarm, strike, and scatter. During the transition years from a modernized 1990's force to the 21st century fighting force, the author foresees a Reserve Component which will play an important role assisting in countering threats to US national security. In 2002, the UK Ministry of Defence (MoD) tasked the Defence Science and Technology Laboratory to create a programme of work to analyse the impact of emerging alternative concepts and technologies. The programme is called Joint Force Structures Development (JFSD). Its purpose is to inform UK policy, equipment and force managers of important implications that might affect their area of responsibility by showing where new concepts have the potential to influence force structures. JFSD studies many varied themes including, amongst others, network enabled force structures, networked fires and dispersed operations, swarming, effects-based operations, future command and control, coalition interoperability, space and alternative logistic concepts. In all cases, the UK joint force is examined and the implications for its size and composition identified. The analysis process developed by JFSD is founded on the idea that a set of descriptive rules and planning guides can be developed that capture the essence of each concept, the principles that reflect its unique characteristics. A library of rule bases is produced and, set in the context of planning scenarios, development of alternative campaign plans that employ the concepts can be carried out. These can then be used in the development of future force structures.

One key to the Army's success in transformation will be a solid process for concept development. The Army needs a means to generate, elaborate, refine, describe, test, and validate new concepts relating to doctrine, tactics, techniques, procedures, unit and team organization, job allocation, training, leader development, and other aspects of technology integration. One approach is to construct an environment that transforms the scale in which situations can be presented realistically and to develop, within that environment, a set of tools that can be used to explore selected command group functional performance issues in a methodical fashion. Two tools, a scaled-world tool and a concept-development tool, were designed and developed. In addition, six scaled-world events and 10 concept-development sessions were produced. The scaled-world events and concept-development sessions were formatively evaluated. Based on the evaluation results, it appears that both tools have value for concept identification and concept development. Feedback on both tools was very positive and generally met the project objectives. In addition, future directions for improvements to and use of the synthetic task components are discussed in terms of short-term and long-term requirements and possibilities.

The Army is in the midst of a significant transformation into the Future Force. The purpose of this transformation is to provide the right kind of forces for the needs of the future. By the year 2010, the current Army organizational structure will be transformed into Units of Employment and Units of Action. The purpose of this monograph was to test the hypothesis that the current air support system will meet the needs of the Future Force's Unit of Action. The monograph compares the current air support system to the requirements of the Unit of Action to ascertain a satisfactory level of performance based on the criteria of suitable, feasible, and acceptable. To compare the current air support system to the Unit of Action requirements, three functional categories were established: battle command, fire support, and airspace command and control. These functional categories allowed for an objective comparison of two dissimilar systems. The analysis invalidated the hypothesis: the current air support system was shown not to be capable of satisfactorily supporting the Unit of Action's requirements. In the process of completing the analysis, three shortfalls and one concern were identified. The three shortfalls were as follows: (1) the need for a physical location for the Air Liaison Officer (ALO) within the design of the Unit of Action's Mobile Command Group or Tactical Command Post; (2) the ALO's need to be able to collaboratively plan with interagency or multinational organizations; and (3) the transient need for the Tactical Air Control Party to assume the duties of an Air Support Operations Center under certain situations. The one concern was that the Networked Fires concept was inadequately defined in Unit of Action documents. Specifically, the two issues requiring further analysis were what tactical echelon man-in-the-loop procedures were required, and what were the man-in-the-loop specific procedures? (21 refs.).
