This guide presents the analytical underpinnings and a manual for the Public Debt Dynamics Tool with Gross Financing Needs (DDT_GFN), an extension of the Public Debt Dynamics Tool (DDT). The DDT projects public debt as percent of GDP under a baseline and alternative scenarios. The DDT_GFN presents debt-to-GDP projections and the corresponding public gross financing needs (GFN)-to-GDP projections for all DDT scenarios, including fan charts for both public debt and GFN. The DDT_GFN also computes fiscal adjustment paths for a user defined GFN target and adjustment period. Twelve often publicly available macrofiscal variables are needed to perform a rich analysis of public debt and GFN dynamics. The DDT_GFN was developed by the IMF Institute for Capacity Development to be used for its capacity development work on macroeconomic frameworks for forecasting and policy analysis.

Solomon Islands faces the immediate fiscal challenges of rebuilding cash reserves, improving the quality of public spending, and imposing fiscal discipline on domestic borrowing. To address these challenges while financing necessary investments, it is an urgent priority to improve the effectiveness of the fiscal framework, in parallel with the efforts to strengthen basic public financial management (PFM) functions. Staff analysis indicates that the current debt ceiling of 35 percent of GDP remains broadly appropriate as a medium-term debt anchor. Given the weak PFM foundation and the absence of effective operational fiscal rules, staff proposes the introduction of a simple ex-ante guideline for annual budget formulation, as an interim measure. The proposed guideline sets a ceiling on the domestically financed primary budget deficit, to be consistent with a potential fiscal rule covering both domestic and external sources. The government should assess ex post whether the budget was implemented in line with the guideline and whether the fiscal outlook is consistent with the medium-term anchor.

Inheriting an economy on the verge of a balance of payment crisis, the Milei administration implemented a stabilization plan centered on a strong fiscal anchor, an initial large step devaluation (followed by a crawling peg), and an ambitious deregulation agenda. This has yielded a rapid disinflation, the first primary surplus in almost two decades, an initial turnaround in reserves, and a strengthened balance sheet of the central bank, all of which contributed to sharply lower sovereign spreads. Despite the adjustment, the economy and real wages have been recovering since mid-2024, supporting rapid improvements in social indicators. Nevertheless, Argentina’s vulnerabilities and challenges are substantial, as external buffers remain very weak, inflation is still elevated, and many structural impediments to investment and employment persist. Recognizing remaining challenges and sharply rising global risks, the authorities are requesting medium-term balance of payments assistance under a new Extended Fund Facility (EFF) arrangement to address Argentina’s weak balance of payments position, maintain external and internal stability and create conditions for stronger and more sustainable growth.
