Excerpt from A Handbook for Elementary Schools, 1932 The success of an elementary school is largely dependent on proper organization. The distribution of the work among the several teachers is a vital problem. This is properly the function of the superintendent working through the principal. It is important that teachers know at the time of election that grade placement is in the hands Of the principal. It is desirable that the pupil-load be distributed as equitably as possi ble. It is undesirable organization for some teachers to be overloaded while others have comparatively few pupils. It is Often necessary for teachers to have pupils from two different grades in order to equalize the pupil-load. The practice of teaching high school pupils in an elementary school usually results in poor high school work and deprives elementary children of services rightly belonging to them. It makes proper elementary in struction almost impossible, since it usually means that the time Of one teacher is taken up with high school work and the pupil-load in the elementary school is increased for the other teachers. Certification. Each type of certificate requires a minimum training peculiar to the certificate. To change a certificate from one field to another it is necessary to have credit for all of the work prescribed for the certificate to which one wishes to change. High School Teachers' Certificates are now issued in subjects. One is restricted to teaching in the high school the subject or subjects which appear on the certificate. These subject High School Certificates are not valid for teaching in the elementary grades. The blanket or general High School Teacher's Certificate issued prior to July 1, 1931, is valid for teaching any subject in the high school, except Vocational Home Economics and Agriculture. The certificate, also, per mits one to teach as low as the fourth grade in a standard elementary school, or in any grade of the elementary school if it is not standard. However, such practice is highly undesirable. To be issued a grade certificate, it would be necessary to meet the present requirements for the certificate desired. Excerpt from Manual and Course of Study, Elementary Schools It is not a painted rag; it is a whole national history. - Beecher. The St. Nicholas flag will suggest many interesting exercises. If possible a large flag should be procured; at least place the outlines of one upon the blackboard, coloring while studying. With primary pupils give a few leading facts connected with the history of the colony represented by the first stripe and, when they can state them, color the stripe with crayon; then take the second, continuing until pupils can give the facts of all the colonies represented by the stripes. A flag might also be made upon heavy cardboard or pasteboard and the stripes cut out. Then have a flag-building exercise, letting each pupil take a stripe, tell what he can concerning the colony, and place it in its proper order. Whatever method is used, study the work in connection with a United States map. Use also pictures, history stories, patriotic poems and songs. Many incidents, catch-words, and associated facts will help pupils to remember the order of the "star-states." For example, Vermont, the first "star state;" Kentucky and Tennessee the "neighbor states." Take next the six "see-saw" states, first a northern, then a southern. Explain the jealousy of the North and South, how they were like selfish children, each afraid the other would get the advantage. Associate with Maine, the "Pine Tree State," the thought of lumber for the many buildings necessary in the growing country; with Missouri, the slavery question and Missouri Compromise; with Michigan, the "home state" idea; with California, the "Golden State," the discovery of gold and consequent excitement, contrasting with the Klondike of today; with Kansas, its central location, giving an idea of the vastness of our country. Finally, let every lesson teach that for which the flag stands. Emphasize the growth or rather the growing together, of the colonies and territories up to the present complete union. Then teach our "E pluribus unum" and its significance. 'Tis the star-spangled banner! Oh, long may it wave O'er the land of the free and the home of the brave! Francis Scott Key.
