This Memorandum presents the findings of a pilot study that deals with the determinants of residential land values in an urban area. As part of the RAND Urban Transportation effort, one primary purpose of this study was to develop a land-value submodel for incorporation in a model designed to simulate the effects of changes in the transportation system of an urban community. The model relates land values to several different factors, particularly to a site's amenities and accessibility to various forms of economic activity. Since residential land values were of main concern, the study concentrates on a sample of single-family properties. As a supplement, and as a basis of comparison, included is a sample of all land-use properties for urban areas. There were important differences between the two samples, and, as might be expected, much more regular patterns occur in the homogeneous single-family grouping. The findings revealed a sufficiently high degree of stability to confirm the basic nature of the relationships, but random variations made the models too unstable to use for accurate predictions of individual parcel land values.

The paper presents a model of residential property values which is more complete and theoretically grounded than previous regression studies of environmental pollution and land values. Using the distribution model of linear programming a constrained regression hypothesis is presented which strongly interacts with the theory that generated it. The full use of dual evaluators for estimation purposes is a central feature of the new model, and is an innovative contribution. It is not necessary to observe the purchase price of individual properties, since these (and interval estimates of other offer prices) follow theoretically from the regression results. Having characterized a market solution to the housing allocation problem, the consumer's decision problem is considered, and his solution is shown to be in general incompatible with market conditions. This incompatibility is resolved by the use of a multipage or decomposable linear program which incorporates both consumer goals and market conditions. The method of solution of this problem reflects the gain of information leading to a residence purchase by each consumer, and demonstrated the value of the 'decomposition principle' in consumer theory.

'Principles of City Land Values' is a study book on the valuation of land and buildings in the American real estate market. When placed in charge of the Mortgage Department of the U. S. Mortgage & Trust Co. in 1895, the writer, Richard M. Hurd, searched in vain, both in England and this country, for books on the science of city real estate as an aid in judging values. Finding in economic books merely brief references to city land and elsewhere only fragmentary articles, the plan arose to outline the theory of the structure of cities and to state the average scales of land values produced by different utilities within them. The material for this study of the structure of cities - including their locations, starting points and lines of growth - has been gathered from a large number of local histories of American cities, old maps, commercial geographies, etc.
