Terrorism is a complex phenomenon that cannot be understood through reading of a number of unrelated academic articles or a dry overview of the history of terrorism or the investigative techniques. For A New Understanding of Terrorism, the Editors have chosen a different paradigm. They have selected numerous case studies from actual events that illustrate various typologies of terrorist actions, be it from a separatist, nationalist, lone-wolf individual terrorist, religious fanatics or environmentalist orientation, and they present these cases within the context of following the trajectories of the terrorist activity, the terrorist act itself and, the response to the event from the relevant authorities. Some chapters concentrate on terrorist attacks that actually took place, others speculate about the possibilities of an attack occurring sometime in the future, such as the chapters on the Olympic Games, Aviation or Rail Security. When possibilities rather than a specific event are discussed, the authors of these chapters draw the attention of the reader towards the same direction—the reasoning, the actual event and the response that followed. The thorough analysis of the presented case studies and the applied counter-measures will, hopefully, if not curtail then possibly at least mitigate the operational and ideological strength of terrorist groups or individual actors. A New Understanding of Terrorism will enable the reader to make the connection between the emotional charge inherent in any terrorist activity, the cold-blooded tactics that lead to the terrorist event itself and the pragmatic and very straightforward, but at the same time very simplistically designed, strategic response that has to come from a synergy between academics, military and law enforcement brainstorming design in order to be more effective in the future. Understanding of Operational Counter Terrorism is one serious effort to lay out a comprehensive strategy of how to deal with a whole gamut of possible terrorist incidents by using a language that any person or first responders like policemen, security personnel, firemen, paramedics, etc. can understand. This guide covers everything from bombings and hostage- taking, to NBC (Nuclear, Biological and Chemical) Terrorism, what needs to be done before, during, and after an event. This manual combines what minimally needs to be understood about Operational Counter- Terrorism by the government- level policy maker, while at the same time helping the personnel on the first responder level who are planning to cope with what must at least initially seem like an overwhelming attack. Terrorism is global and any part of this guide can easily be adapted and translated to any region, law and government in the world. This manual should make clear that the only way, to effectively deal with terrorism is to have a thorough understanding of its present-day characteristics such as who is involved and what weapons and tactics are the terrorists likely to be using. The players on the Counter- Terrorism team need to take stock of what is in their tool boxes; what works and what is required; what new capabilities need to be developed in order to face not only today's terrorist, but also tomorrow's as well.

A comprehensive guide to understanding, assessing, and responding to terrorism in this modern age This book provides readers with a thorough understanding of the types of attacks that may be perpetrated, and how to identify potential targets, conduct a meaningful vulnerability analysis, and apply protective measures to secure personnel and facilities. The new edition of Understanding, Assessing, and Responding to Terrorism updates existing material and includes several new topics that have emerged, including information on new international terrorist groups as well as a new chapter on Regulations and Standards. A vulnerability analysis methodology, consisting of several steps—which include the techniques necessary to conduct a vulnerability analysis—is introduced and applied through several sample scenarios. By using easily customized templates for the screening process, valuation of a critical asset as a target, vulnerability analysis, security procedures, emergency response procedures, and training programs, the book offers a practical step-by-step process to help reduce risk. Each different type of terrorism is briefly discussed—however, the book focuses on those potential attacks that may involve weapons of mass destruction. There is a discussion of what physical and administrative enhancements can be implemented to improve a facility's ability to devalue, detect, deter, deny, delay, defend, respond, and recover to a real or threatened terrorist attack—whether it be at a facility, or in the community. Techniques on how personnel safety and security can be improved through the implementation of counter-terrorism programs are also outlined. An overview of the major counter-terrorism regulations and standards are presented, along with the significant governmental efforts that have been implemented to help prevent terrorist attacks and foster preparedness at both private and public sector facilities and for personnel. Understanding, Assessing, and Responding to Terrorism, Second Edition: Updates existing material, plus includes several new topics that have emerged including information on new international terrorist groups, new terrorist tactics, cyber terrorism, and Regulations and Standards Outlines techniques for improving facility and personnel safety and security through the implementation of counter-terrorism programs Unites the emergency response/public sector community with the private sector over infrastructure protection, thus allowing for easier communication between them Includes questions/exercises at the end of each chapter and a solutions manual to facilitate its use as a textbook Understanding, Assessing, and Responding to Terrorism, Second Edition is a must-have reference for private and public sector risk managers, safety engineers, security professionals, facility managers, emergency responders, and others charged with protecting facilities and personnel from all types of hazards (accidental, intentional, and natural).

Understanding The Law Of Terrorism written by Erik Luna and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015 with Detention of persons categories.

This Understanding treatise provides a compact review of the major areas of law concerned with or affected by terrorism. Thoughtfully organized and clearly written, Understanding the Law of Terrorism examines various subject matters--such as criminal law and procedure, constitutional law, the law of evidence, national security law, and the law of armed conflict--as the underlying legal doctrines and polices are influenced and at times distorted by counter-terrorism efforts in law enforcement, intelligence gathering, and military action. The topics include: the difficulties in defining terrorism, the principal federal statutes and bases for jurisdiction, the role of conspiracy doctrine in terrorism investigations and prosecutions, and the resulting concerns related to political freedom; the crimes implicated by encouraging or assisting terrorism, especially the provision of material support for terrorist activity or foreign terrorist organizations, as well as the prospect of civil liability for terrorist activity; the doctrinal impact of terrorism-related searches, the issues of profiling in terrorism investigations, and the detention and deportation of terrorism suspects; the use of intelligence surveillance for counter-terrorism purposes, the history and development of the Foreign Intelligence Surveillance Act, and the problems of terrorism-related mass surveillance both before and after the Snowden revelations; the interrogation of terrorism suspects at home and abroad, and the background and legal issues raised by the use of torture and extraordinary rendition in the war on terror; the state secrets privilege and defense rights in terrorism cases, the application of the Classified Information Procedures Act and related processes, and the problems of public trials and courtroom security in terrorism prosecutions; the history and development of the law of armed conflict and U.S. war powers, the deployment of armed forces against terrorist organizations, and the use of military force against foreign nations in response to terrorist attacks or to preempt terrorism; the background of military detention and trial as an incident of war, the evolving law of military detention for terrorism suspects and its application to Guant++namo, and the use of military commissions to try alleged terrorists; and the use of targeted killings as a counter-terrorism policy and the legal implications in the war on terror. Understanding the Law of Terrorism thus offers jurists and practitioners a basic appreciation of an emerging sphere of law with increasing importance across disciplines, while also serving pedagogical purposes for teachers and students interested in exploring the impact of a highly provocative subject and the resulting interactions among seemingly distinct fields of law.

International terrorism and the 'war' against it have come to define the age in which we live. The threat of terrorist attacks and the measures taken by governments around the world to prevent such atrocities are now part of our daily lives. But what exactly do we mean by global terrorism? Why does it occur? And, most importantly, what can be done about it? This book explores global terror from a range of perspectives - from the impact of terrorism on the international system to the American 'War on Terror' and the individual motivations of the suicide bomber. Core themes such as the funding of terrorist groups and the roles of intelligence-gathering and international law in combating terrorism are fully explored. The volume also offers in-depth analyses of the relationship between globalization and terrorism as well as regional and country-based responses to the rise of terrorist networks in Europe, Russia, Southeast Asia and Africa. Understanding Global Terror includes a thought-provoking preface by Philip C. Bobbitt and contributions from Christopher Ankersen, Alexander Bialsky, James Boutilier, Chris Brown, Michael Cox, Lawrence Freedman, Margot Light, Christopher Mackmurdo, Kerry Lynn Nanikvell, Martin Navias, Ami Pedahzur, Arie Perliger, Dinah Pokempner, Timothy Shaw, and William Wallace.
