Having a robust drought monitoring system for Ethiopia is crucial to mitigate the adverse impacts of droughts. Yet, such monitoring system still lacks in Ethiopia, and in the Upper Blue Nile (UBN) basin in particular. Several drought indices exist to monitor drought, however, these indices are unable, individually, to provide concise information on the occurrence of meteorological, agricultural and hydrological droughts. A combined drought index (CDI) using several meteorological, agricultural and hydrological drought indices can indicate the occurrence of all drought types, and can provide information that facilitates the drought management decision-making process. This thesis proposes an impact-based combined drought index (CDI) and a regression prediction model of crop yield anomalies for the UBN basin. The impact-based CDI is defined as a drought index that optimally combines the information embedded in other drought indices for monitoring a certain impact of drought, i.e. crop yield for the UBN. The developed CDI and the regression model have shown to be effective in indicating historic drought events in UBN basin. The impact-based CDI could potentially be used in the future development of drought monitoring in the UBN basin and support decision making in order to mitigate adverse drought impacts.

This study assessed the downstream river system adaptation in response to upstream damming on the Ribb River, Ethiopia, to irrigate 15,000 ha. It combined primary and secondary data, and the application of remote sensing and mathematical modeling. The pre-dam morphodynamic trends of the Ribb River were analyzed for 59 years based on aerial photographs, satellite images, and newly collected field data. Three dam operation scenarios were developed to analyze the long-term hydro-morphological effects of the dam on the downstream river reaches. It also assessed the applicability of physics-based analytical equations (Equilibrium Theory) compared to a 1D numerical model (SOBEK-RE) to determine the least-morphologically impactful dam operation scenario on the river reaches downstream of the dam. Moreover, a HEC-RAS 2D hydrodynamic model was developed to assess the effect of the dam on the flooding extent of the Fogera Plain. This was used to study the potential implications of hydrological alteration on the ecology of the floodplain wetlands, as they are the habitats of important fish and bird species. The results contribute to knowledge on the hydro-morphological and environmental impacts of dams on downstream river systems. The developed methodologies and findings may be used to study future hydro-morphological and ecological changes that may arise due to other dam operations or climate change.

Many farms in tropical countries suffer from droughts in the dry season and sometimes even in the rainy season. In order to significantly increase the capacity to store water, the grassroots Farmer Wisdom movement in Northeast Thailand innovated pond construction on homesteads. This Working Paper first documents how pond water is mainly used to irrigate crops and fruit trees, and is also used for livestock or fish, and for domestic uses, even if ample piped water is available. Households were also found to harvest rainwater from roofs; take water from canals and streams; lift water manually from shallow wells and with electric pumps from deep wells; channel run-off from roads to paddy fields; use precipitation as green water on fields; and buy bottled water. Most households combine at least six of these nine water sources. The second part describes scenarios and some outcomes of a new simulation model, BoNam. This model provides guidelines for the optimal size and site of such ponds according to biophysical factors (weather, soil and crops), socioeconomic factors (prices, availability of labor and off-farm income) and household aspirations.

The Nile provides freshwater not only for domestic and industrial use, but also for irrigated agriculture, hydropower dams and the vast fisheries resource of the lakes of Central Africa.
