Even though inequality is driven by many different factors, this paper attempts to analyze whether BEE was able to effectively reduce inequality in the way that it was intended. My findings suggest that BEE might have helped to reduce inequality between different races, but that it increased inequality among black people. During Apartheid, black people were excluded from major parts of South Africa’s economy. This resulted in an unequal income distribution in South Africa. Even after Apartheid ended in 1994 income was distributed unequally between races. In order to reduce this inequality and equalize opportunities between the different races in South Africa, the government implemented an affirmative action program called Black Economic Empowerment (BEE) in 2003. In this case and in the following sections, the word “black” defines a racial group, including Africans, coloreds and Indians and can thus be used as synonym for “non-whites.” BEE introduced a scorecard which rates companies based on their economic inclusion of black people. If the respective company receives a low rating on the scorecard, there will likely be a negative effect on their profit compared to a company with a high rating. The basic critique of BEE is that its main beneficiary is a small elite. Studies about the actual effects of BEE are rare, as data on this topic is limited.

This research is aimed at finding empirical evidence to support the relationship between Broad-based Black Economic Empowerment (BBBEE) compliance and the financial performance of South African companies on the JSE. An independent measure of the BEE score was obtained from the Empowerdex Top Empowerment Companies (TEC) ranking from 2004 to 2009. 14 sectors on the JSE were selected to ensure inclusion of all major industries in South Africa. A total of 209 companies were selected, and the multivariate exploratory technique of Cluster Analysis was used. The predictor variable of the company's BEE status was then compared to a number of financial performance indicators such as annual share price, price-tobook value ratio and the price-to-earnings ratio (i.e. the outcome variables). By standardising the variables of the BEE score and using Compound Annual Growth Rate (CAGR), the k-means Clustering method yielded four interpretable clusters with 15, 64, 95 and 35 companies respectively. The finding indicate that only in the case of the cluster of companies that increased it's BEE score, were all three profitability measures significantly different and, according to the means, in the direction of higher profitability. However, there were no significant differences in the results to support the proposition that low-BEE scores of companies had a negative impact on their profitability and their firm's value over time.

Foreign Direct Investment (FDI) has become the main source of development capital for emerging markets in the current globalised world. Previous researches have found that fiscal incentives' capability to attract FDI is very limited, while removal of policy restriction is a determinant in attracting FDI. At the same time, South Africa has embarked on a major transformation programme Broad-Based Black Economic Empowerment which has as its main target the need to increase black people's participation in the economy and to reduce socio-economic inequality. In this context, this research attempts to evaluate the impact of the Broad-Based BEE programme on South Africa's capability to attract FDI. This quantitative research was done using quasi-experimental methodology, comparing FDI inflows into South Africa with that of other emerging countries of a similar level of development, such as Brazil, Mexico, Chile, Nigeria and Botswana, and against the African continent as a whole. The tests performed give an indication that Broad-Based BEE is indeed impacting on South Africa's capability to attract FDI, and also that South Africa is losing competitiveness in attracting FDI on the continent. Since the results cannot be generalised nor prove a causal relationship, the main purpose of this research is to enrich the discussion of how to attract more FDI inflows into South Africa, possibly through adjusting the Broad-Based BEE policies, which will contribute to building national competitiveness.

Dr Loyiso Mbabane (Executive Dean) reviews the economic empowerment policies and strategies of the South African Government- post apartheid. A number of laws and policies had to be enacted by the post- apartheid government of Mandela and subsequent leaders in order to redress the racial and other imbalances that were deliberately perpertuated by successive colonial and apartheid regimes (from 1652 up to 1994). In this book the economic empowerment construct is analysed from an empirical point of view, using Human Capital Development as a framework. It is argued that in the long term the development of human capital (both at school; work and in society) holds a better chance of delivering the sustainable empowerment of the still largely poor and economically disempowered masses of black people (including women and youth). The BBBEE policies and strategies of the South African government (2003- 2007) are scrutinized against the international literature on human capital. A transformational leadership approach is then propagated as the most conducive one to deliver BBBEE, as opposed to erstwhile transactional empowerment which has benefitted only a few.
