The first was to fulfill the need for an introductory level book combining the multidisciplinary aspects of atmospheric pollution. This book does cover most of the key facets: sources and sinks of atmospheric pollutants, atmospheric chemistry, transport and meteorology, effects on human beings and vegetation, and surveillance of air quality. The length of the book was purposely limited so that the cost would be within the means of most interested users. The second reason for preparing this book was stimulated by my mother-in-law, Mrs Clayton D. Root, Councilwoman and member of the Planning Commission of Crown Point, Indiana, who pointed out that all governmental levels must make decisions affecting the atmospheric quality of their regions of responsibility and yet have little information on atmospheric pollution for their assistance. For the most part the achievement of air quality standards is a local problem and every locality is unique.

This report documents the findings of a study on the health effects of air pollution. The data on which the study is based were collected in Dayton, Ohio, in the Health Insurance Experiment conducted by RAND for the U.S. Department of Health and Human Services. The authors applied the Whittemore-Korn individual time series analysis to a general population dataset and found it to be a promising method for measuring the short-term health effects of air pollution. The results consistently identify sulfur dioxide and nitrogen dioxide as having significant adverse health effects.

Small invisible particles in the urban air, especially those produced by human activities, have recently stimulated intense scrutiny, debate, regulation, and legal proceedings. The stakes are high, both with respect to health impacts and economic costs, and the methods used previously to resolve similar issues are no longer adequate. Everyone on earth inhales thousands to millions of particles in each breath, so if urban particulate air pollution—particulate matter (PM)—is significantly hazardous, the negative impact on health could be staggering. Yet the activities that generate PM, such as farming, manufacturing, mining, transportation, and generating electricity, are themselves essential to human health and welfare. Scientists, regulators, legislators, activists, judges, lawyers, journalists, and representatives of the business community are actively involved in addressing the question of what should be done. This complex issue presents opportunities for critically assessing the relevant knowledge and for adopting more rigorous approaches to this and similar problems. What is the PM controversy, and why is it a good case study for how science and public policy might better interface? The PM controversy is the sum of the frequently heated debates related to the potential health risks from urban PM.
