This book deals with supply-side economics and the needed reorientation it would bring to West German policy. The change, recommended after searching analysis, would add up to an overall strategy for freeing markets, for removing government-imposed distortions, and for using free-market approaches to correct distortions imposed by pressure groups. The strategy would pierce Germany's state-supported encrustations and corporatism. It would equip the country to follow the lead of the United States and Great Britain in starting to escape from the tangle in which taxes, regulations, and unemployment have grown in step. The impending completion of the European internal market in 1992 adds urgency to this task.

This paper analyzes the implications of growing international economic integration for the conduct of structural policy. Section I points out that the internationalization of financial intermediation has raised the welfare costs associated with domestic distortions. The growing importance of structural policies in affecting domestic demand in a more integrated world economy is discussed in Section II. It is shown that domestic distortions reduce the effect of expansionary policy on the domestic economy. Section III examines the international transmission of unilateral structural policies. Section IV discusses the need for the international coordination of structural policies. Section V identifies structural areas in which international policy coordination is most urgent.

How neoliberalism is causing a crisis in Germany Upward social mobility represented a core promise of life under the “old” West German welfare state, in which millions of skilled workers upgraded their Volkswagens to Audis, bought their first homes, and sent their children to university. Not so in today’s Federal Republic, where the gears of the so-called “elevator society” have long since ground to a halt. In the absence of the social mobility of yesterday, widespread social exhaustion and anxiety have emerged across mainstream society. Oliver Nachtwey analyses the reasons for this social rupture in postwar German society and investigates the conflict potential emerging as a result. He concludes that although the country has managed to muddle through thus far, simmering tensions beneath the surface nevertheless threaten to undermine the German system’s stability in the years to come. Stein Disenchantment with Keynesian econollics developed during the post-1968 period when the rate of growth of output declined, the rate of unemployment rose, and the rate of inflation increased in the U.S. and in other countries. This paradox, called stagflation, was inconsistent with the tenet of Keynesian economics that cyclical movemants in prices and output relative to their respective trends are positively correlated. A search occurred for a more satisfactory theory of macroeconomics which could explain the paradox of stagflation and the observed economic phenomena. The New Classical Economics (NCE) developed as the total rejection of Keynesian economics. The Keynesians claimed that their demand management policies contributed to the obsolescence of the business cycle and successfully eliminated the gap between full employment (potential) output and actusl output. The NCE argued just the opposite: the unemplo~nt rate or growth rate of real output is insensitive to systematic demand management policies [Lucas; Sargent and Wallace].

One of the major issues of policy makers in The Netherlands is to reduce the high unemployment rate. In 1988 economic growth was substantial in all OECD countries, which led to an increase in employment. The economic growth also induced extra labour supply, especially of married women, which altogether led to a smaller reduction in the unemployment rate than could have been expected in view of the economic growth (see Rapportage Arbeidsmarkt, 1989). The estimated official unemployment rate in 1988 is still 11. 0% of the total labour force. Therefore, there is a strong interest in policies that seek to increase employment (the demand side of the labour market) as well as in understanding the factors that influence labour supply. In this thesis we try to further such understanding by constructing a detailed model of household labour supply. The data we use relate t9 Dutch households in 1985. In that year the official rate of unemployment was 15. 9%. A distinguishing feature of Dutch labour supply is its very low level of female labour force participation, e. g. in 1985 it was only 35. 2%. Apart from Spain, which had a similar participation rate, most other industrialized OECD countries had a participation rate of around 60% (see OECD Labor Force Statistics).
