Układ stosunków międzynarodowych we współczesnym świecie jest w znacznej mierze wynikiem powojennych ustaleń między największymi mocarstwami. Wraz z upadkiem Związku Radzieckiego (ZSRR) nastał jednobiegunowy porządek, w którym miejsce i rola hegemona przypadły Stanom Zjednoczonym Ameryki (USA). Obecnie postzimnowojenny status quo ulega zmianie – USA tracą niekwestionowaną hegemonię, choć nadal zajmują uprzywilejowaną pozycję. Istotnym członkiem wspólnoty międzynarodowej staje się Unia Europejska. Nadal znaczący wpływ na kształt politycznego i gospodarczego świata wywiera Federacja Rosyjska, która wprawdzie nie jest już globalnym imperium, ale stanowi mocarstwo regionalne. Interesy centralnych graczy areny międzynarodowej koncentrują się wokół obszarów ważnych strategicznie. Takim obszarem jest Bliski Wschód, a zwłaszcza Iran, kraj bogaty w zasoby naturalne, odznaczający się wielowiekową tradycją i kulturą, usytuowany w miejscu, gdzie przecinają się główne szlaki komunikacyjne i handlowe z Azji do Europy i Ameryki, a jednocześnie zamknięty na wszelkie próby ingerencji z zewnątrz. Zasady ustroju państwowego i będąca ich efektem postawa władz sprawiają, iż islamska republika jest izolowana. Nasuwa się jednak pytanie, czy rzeczywiście owa izolacja stanowi próbę „ukarania” ze strony światowych mocarstw za agresywną politykę i niedemokratyczne działania, czy raczej jest rezultatem świadomej polityki irańskiej, prowadzonej przez ajatollahów. Celem niniejszego opracowania jest ukazanie znaczenia teokracji w Iranie dla przebiegu i rozwoju relacji pomiędzy różnymi podmiotami prawa międzynarodowego. Hipotezą badawczą jest twierdzenie, iż założenia irańskiego systemu politycznego oraz struktura władzy silnie oddziałują na układ stosunków w wymiarze ogólnoświatowym. Zróżnicowanie kodeksów wartości, wynikające z odmienności doktryny religijnej, powoduje, iż urzeczywistnia się koncepcja amerykańskiego politologa Samuela P. Huntingtona. Zaostrza się konflikt, przez wielu czołowych polityków, dziennikarzy i innych twórców opinii publicznej błędnie utożsamiany wyłącznie z wymiarem religijnym – konfliktem islamu z chrześcijaństwem. Dochodzi do swoistego zderzenia cywilizacji.
