We examine the implications of lowering barriers to online access to scientific publications for science and innovation in developing countries. We investigate whether and how free or low-cost access to scientific publications through the UN-led Research For Life (R4L) initiative leads to more scientific publications and clinical trials of authors affiliated with research institutions in developing countries. We find that free or reduced-fee access to the health science literature through Hinari (WHO-led subprogramme) increases the scientific publication output and clinical trials output of institutions in developing countries. In contrast, once we control for selection bias, we do not find empirical support for a positive Hinari effect on knowledge spillovers and local institutions’ research input into global patenting, as measured by paper citations in patent documents. Main findings can be generalized to other R4L subprogrammes and are likely to also apply to the WIPO-led Access to Research for Development and Innovation (ARDI) programme.

Scientific progress relies on access to prior knowledge, yet costly access to academic literature can hinder researchers, particularly in marginalized positions of academia and developing economies. This paper examines the impact of free or lower-cost access to scientific literature on gender representation in research. Leveraging the staggered adoption of the Hinari program, which provides digital access to health science research, we analyze its effects on women’s participation in research production and academic publishing across more than 600 institutions in 80 countries. Using a triple difference approach, we find that improved digital access to knowledge increases the share of women scientists in publishing faculty and enhances their research output. The program’s effects are most pronounced in countries with lower gender balance in educational attainment, where it appears to help overcome attainment gaps and activate women’s potential in academic labor markets. Our study contributes to the literature on digitization, access to knowledge and gender disparities in academia, while also helping to inform science and innovation policy and human capital development.

Chapter 6 examines and tests the proposition that stronger communities will result from ‘connected up’, holistic, synergistic and inclusive planning of services and supporting infrastructure. Chapter 7 analyzes information and communications technology (ICT) based service innovations for supporting rural community enterprises. Chapter 8 highlights key elements of stronger rural communities, drawing together the themes and proposals of preceding chapters and constructing an integrated model. The authors demonstrate that interconnected community enterprises based on clean forest products, forest carbon and ecotourism can be underpinned by local infrastructure enterprises such as renewable energy, water, waste management, ICT and transport, and financial mechanisms like carbon finance, all involving skills development, leadership and social entrepreneurship coupled with corporate and investment partnerships. Such interconnected approaches are expected to generate increased employment and prosperity, improve social livelihoods, and benefit the environment.
