This report provides estimates of investment costs, both public and private, required to eliminate chronic dietary energy deficits, or to achieve zero hunger by 2030. This target is consistent with achieving both the Sustainable Development Goal 2, to eliminate hunger by 2030, and the Sustainable Development Goal 1, to eradicate poverty. The report adopts a reference “baseline” scenario, reflecting a “business-as-usual” situation, to estimate the additional investment requirements. In this scenario, around 650 million people will still suffer from hunger in 2030. The investment requirements to eliminate hunger by 2030 are then estimated. Hunger is eliminated through a combination of social protection and targeted “pro-poor “ investments. The first component aims to bring the poor immediately above the extreme poverty line through social protection by a “transfer to cover the poverty gap” (PGT) The second component involves additional investment required to stimulate and to sustain higher pro-poor growth of incomes and employment than in the business-as-usual scenario. This would, in turn, reduce the need for social protection to cover the PGT. The analysis is complemented by looking at alternative ways to achieve zero hunger by 2030.

The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 2, namely "End hunger, achieve food security and improved nutrition and promote sustainable agriculture" and contains the description of a range of related terms, to allow for a better understanding and foster knowledge. Our planet produces enough food to feed everyone. Malnutrition and hunger are the result of inappropriate food production processes, bad governance and injustice. SDG 2 seeks to guarantee quality and nutritious food to ensure healthy life by adopting a holistic approach that involves various actions targeting different actors, technologies, policies and programs. These initiatives have to face challenges coming from extensive environmental degradation, loss of biodiversity and the interrelated effects of climate change. In 2015, the United Nations decided to establish the goal of achieving “zero hunger” in the world by 2030 through “outcome targets” such as eliminating hunger and improving access to food, ending all forms of malnutrition, promoting sustainable and resilient agriculture, and maintaining genetic diversity in food production. As a result of this decision, strategies are under way in different countries around the world in the form of political, academic, development, and non-governmental organization projects and programs. Five years later, these strategies have certainly generated results that need to be documented and analyzed so as to answer the following questions: what are the progress and success stories in terms of policies, innovations, technologies, and approaches to reach the zero hunger goal? What are the constraints and mitigation strategies? Are we really in a phase of transition towards the zero hunger goal? What new directions do we need to consider to achieve this goal, particularly in the context of COVID-19 pandemic, which affects all sectors of development around the world? Transitioning to Zero Hunger is part of MDPI's new Open Access book series Transitioning to Sustainability. With this series, MDPI pursues environmentally and socially relevant research which contributes to efforts toward a sustainable world. The 2016 Global Hunger Index (GHI) presents a multidimensional measure of national, regional, and global hunger, focusing on how the world can get to Zero Hunger by 2030. The developing world has made substantial progress in reducing hunger since 2000. The 2016 GHI shows that the level of hunger in developing countries as a group has fallen by 29 percent. Yet this progress has been uneven, and great disparities in hunger continue to exist at the regional, national, and subnational levels. Levels of hunger are still serious or alarming in 50 countries. The highest hunger levels are still found in Africa south of the Sahara and South Asia. Although GHI scores for these two regions have declined over time, the current levels remain close to the alarming category. Africa south of the Sahara has achieved the largest absolute improvement since 2000 and South Asia has also seen a sizable reduction—but the decline in hunger must accelerate in these regions if the world is to achieve Zero Hunger by 2030. The 2016 report, with an essay from United Nations Special Adviser David Nabarro, hails the new paradigm of international development proposed in the United Nations’ 2030 Agenda for Sustainable Development, which envisages Zero Hunger by 2030, as one goal among 17, in a holistic, integrated, and transformative plan for the world. To get to Zero Hunger while leaving no one behind, the 2016 GHI highlights the importance of identifying the regions, countries, and populations that are most vulnerable to hunger and undernutrition so progress can be accelerated there.
