Advances in science and policy during the past 50 years have prevented the predicted widespread food shortages as the world's population soared. Malnutrition, however, remains prevalent. This book details strategies and practical approaches designed to alleviate hunger and malnutrition in a new era where technological change, markets, patterns of governance, and social programs have an increasingly global dimension. More specifically, this book addresses a range of considerations including the role of small farmers in a world where the global reach of multinational corporations have enormous control from the farm to local markets and the grocery store; misgivings and misperceptions about genetically modified foods; the increasing competition of food and energy sectors for agricultural output; the importance of micronutrient deficiencies and chronic disease related to obesity, which often coexists in the same communities as hunger; and issues of sustainability of the food and agricultural system in an period when there is increasing concerns over global warming and environmental degradation. Currently there is also more emphasis on evidence-based policymaking, which has raised the standard of proof for evaluating the impact of micro-level interventions that have traditionally been so widely embraced and are now under increased scrutiny. Abstract: A report of the Presidential Commission on World Hunger concludes that U.S. efforts to alleviate hunger are necessary, both to national security and to global peace. The Commission's major recommendation is that the U.S. government make the elimination of world hunger the primary focus of its relations with developing countries; this entails a reordering of national priorities. An analysis of the causes and future implications of world hunger suggests that its elimination will require a combination of approaches and substantial resources. Strong American development-assistance activities, (both short- and long-term) are needed to achieve an adequate world food supply. Actions to improve the international economic setting and combat hunger involve trade, debt, corporate involvement, and world food security policies. Domestic hunger and malnutrition are also addressed. Nutrition surveillance, continued support of domestic food programs, and public education are recommended methods for overcoming hunger at home. The challenge of global hunger is now high on the agenda of governments and international policy-makers. This new work contributes to addressing that challenge, by looking at the obstacles which stand in the way of implementing a right to food in the era of globalisation. The book describes the current situation of global hunger; it considers how it relates both to the development of food systems and to the merger of the food and energy markets; and it explains how the right to food contributes to identifying solutions at the domestic and international levels. The right to food, it argues, can only be realised if governance improves at the domestic level, and if the international environment enables governments to adopt appropriate policies, for which they require a certain policy space. The essays in this book demonstrate that the current regimes of trade, investment and food aid, as well as the development of biofuels production – all of which contribute to define the international context in which states implement such reforms – should be reshaped if national efforts are to be successful. The implication is that extraterritorial human rights obligations of states (their obligations to respect the right to food beyond their national territories, for instance in their food aid, investment or trade policies), as well as the strengthening of global governance of food security (as is currently being attempted with the reform of the Committee on World Food Security in Rome), have a key role to fulfill: domestic reforms will not achieve sustainable results unless the international environment is more enabling of the efforts of governments acting individually. In this reform process, accountability both at the domestic and international level is essential if sustainable progress is to be achieved in combating global hunger.
