Between 2002 and 2004, the Department of Defense (DoD) investigated ways to improve how it acquires simulations and simulation training support. Under one alternative the DoD considered, the department no longer would buy and own simulation materials; instead, it would contract with the private sector for simulation goods and services. RAND found that this alternative rests on sound economic principles and resembles other successful acquisition approaches. RAND recommended that the DoD implement a prototype of this approach and use impartial outside evaluators to gauge its success.

In the wake of the failure of the Joint Simulation System (JSIMS), the Department of Defense (DoD) sought improvements to its approach to buying simulations training through a process called the Training Capabilities Analysis of Alternatives (TC AoA). The DoD has decided to move forward with a prototype of one alternative developed as part of this process an innovative business model intended to align the financial incentives of industry participants with positive training and technology development outcomes. Known as Alternative #4 (referred to hereafter as Alt#4), the model proposes to turn what has traditionally been the acquisition of training simulators into a service acquisition (the acquisition of training) with a private sector tool vendor marketplace to support it. RAND was asked by the offices of the Under Secretaries of Defense (OUSD) for Personnel and Readiness (P & R) and Acquisition, Technology and Logistics (AT & L), and the Joint Staff Operational Plans and Joint Forces Development Directorate (J7), to produce an implementation and evaluation plan for a prototype of this alternative. This report responds to that request. It presents the Alt#4 business model, compares it with other approaches for buying simulations and simulation training, reviews economic theories relevant to the model, and provides a detailed implementation and evaluation plan for a prototype. This report should be of interest to those participating in, or charged with carrying out, the prototype of Alt#4. The analysis should also be interesting to those interested in innovative approaches to training acquisition. Moreover, the success or failure of the approach will be of general interest to the executive and legislative branches and to commercial companies as an evaluated approach to improved acquisition. No special technical expertise is required to understand the material.

Pursuant to a congressional request, GAO reviewed: (1) Department of Defense (DOD) efforts to coordinate the use of simulation technology; and (2) the Army's Close Combat Tactical Trainer (CCTT) acquisition plan. GAO found that: (1) in June 1991, the Defense Modeling and Simulation Office (DMSO) was created to coordinate and provide guidance for simulation issues throughout DOD; (2) DMSO has made progress in responding to its mandate, but has been unsuccessful in obtaining permanent staffing authority and hiring a civilian director; (3) the Army has recently reorganized its command structure for acquiring simulations so that it can acquire CCTT and subsequent simulations in the Combined Arms Tactical Training System as a major system; (4) CCTT was approved in October 1991, but the system's cost and training effectiveness are scheduled for reassessment before the Army proceeds with full-rate production; and (5) modeling and simulation responsibilities are shared by several joint staff directorates, which has resulted in some duplication of effort.

Users play a key role in many training strategies, yet many organizations, which are directly or indirectly involved in training those who design and implement training programs, often fail to understand the users' perception after a simulation training implementation. In addition, there exists a lack of significant motivation to understand users' attitudes about acceptance, rejection, or integration of emerging simulation technology in training. Several factors are considered to contribute to the acceptance level of simulation training by the users, including cost, the existing training, certification policies, technical issue, and realism of training. Other contributing factors that shape users' attitudes about the use of simulators in training include, but are not limited to: values, concerns, effectiveness to teach the required skill, and the effect on the training outcome.In this research-based book, the author shares and discusses the lived experiences of medical simulation training users in decision making and non-decision making roles who had been involved in simulation training at least for one year. In addition, this book contains information about concepts of simulation training, a historical perspective of simulation technology across industries, and simulation training users' perceptions, their lived experiences, feelings associated with the experience, and interactions. The book discusses how those feelings, perceptions, opinions, attitudes, and interactions have evolved. The users' perception, beliefs, and feelings all affect their interpersonal dynamics, interactions, and communications during the adoption and implementation of simulation technology. Understanding medical simulation training through the users' perspectives can redefine how trainees communicate, interact, share, and learn in simulated environments. Above Real-Time Training (ARTT) is the training acquired on a real time simulator when it is modified to present events at a faster pace than normal. The experiments related to training of pilots performed by NASA engineers (Kolf in 1973, Hoey in 1976) and others (Guckenberger, Crane and their associates in the nineties) have shown that in comparison with the real time training (RTT), ARTT provides the following benefits: increased rate of skill acquisition, reduced simulator and aircraft training time, and more effective training for emergency procedures. Two sets of experiments have been performed; they are reported in professional conferences and the respective papers are included in this report. The retention of effects of ARTT has been studied in the first set of experiments and the use of ARTT as top-off training has been examined in the second set of experiments. In ARTT, the pace of events was 1.5 times the pace in RTT. In both sets of experiments, university students were trained to perform an aerial gunnery task. The training unit was equipped with a joystick and a throttle. The student acted as a nose gunner in a hypothetical two place attack aircraft. The flight simulation software was installed on a Universal Distributed Interactive Simulator platform supplied by ECC International of Orlando, Florida. In the first set of experiments, two training programs RTT or ART7 were used. Students were then tested in real time on more demanding scenarios: either immediately after training or two days later. The effects of ARTT did not decrease over a two day retention interval and ARTT was more time efficient than real time training. Therefore, equal test performance could be achieved with less clock-time spent in the simulator. In the second set of experiments three training programs RTT or ARTT or RARTT, were used. Modeling and Simulation (M & S) has long been used by Program Managers to support system development. Such M & S effort has normally constituted a small part of the overall program, been very specific in nature and not concerned with integration or collaboration with other acquisition activity. Shrinking Defense Budgets and increasing modernization-funding shortfalls, however, have recently prompted the Department of Defense (DoD) Acquisition policy to require M & S play an integral and much larger role in a program's acquisition strategy. The DoD name for this initiative is Simulation Based Acquisition (SBA) and is intended to reduce cost, cycle time and risk while increasing fidelity and utility of systems fielded to the Soldier. The Army has named its SBA initiative Simulation and Modeling for Acquisition Requirements and Training, or SMART. As its name implies, SMART goes beyond just the integration of modeling and simulation into a system's acquisition program. It seeks to accomplish the goals of SBA by leveraging information technology to support concurrent and continuous collaboration of the acquisition, requirements, and training communities early and throughput a system's life cycle. This collaborative process will play a vital role in supporting Army modernization and re-capitalization by enabling the Acquisition Community to deliver affordable systems in less time and with more utility. Three salient questions to this relatively new process are: (1) what does a SMART program look like? (2) what are the benefits to be gained by SMART? (3) what is the Army doing to enable SMART, and what are its major challenges? The intent of this paper is to answer these questions in a manner that leads the reader to conclude that SBA is a SMART acquisition approach for the Army and that SMART does have a significant role to play in supporting Army modernization.
