Au Burkina Faso, l’aménagement des forêts naturelles a pour principaux objectifs l’exploitation du bois de feu et du pâturage. Il concerne également des activités secondaires tels que la chasse et le développement du tourisme de vision. Ces activités se concentrent principalement dans les régions de l’Ouest, du Sud et de l’Est dont les ressources forestières sont encore relativement abondantes. L’objectif de cette étude est de faire une analyse critique sur les approches et les technologies existantes sur l’aménagement des forêts naturelles. Les principaux problèmes entravant la viabilité des aménagements ont été discutés à travers des études de cas et une revue littéraire. Le type d’aménagement le plus organisé est celui à production de bois énergie. En effet, les zones sous aménagement, subdivisés en chantiers d’aménagement forestier (CAF), possèdent des plans d’aménagement et des cahiers de charge. Les populations sont organisées en Groupements de Gestion Forestière (GGF) pour l’exploitation et la commercialisation du bois qui alimente les grands centres urbains. Les principales activités dans les chantiers d’aménagement forestier sont, entre autres, la formation des bûcherons aux techniques de coupe, la régénération des parcelles exploitées par semis direct, la pratique du feu précoce. On note un manque d’effort d’évaluation des effets des activités sylvicoles sur la dynamique des ressources forestières. Quant aux zones pastorales et de chasse, elles ne bénéficient pas encore d’un aménagement conséquent. En effet, les plans d’aménagements sont quasi inexistants et, seules la surveillance contre le braconnage et la pratique des feux précoce constituent les principales activités dans ces zones. Résumévi Sur le plan socio-économique, bien que les chantiers d’aménagement forestier et les zones de chasse génèrent de gros chiffres d’affaire, la majeure partie des bénéfices revient aux grossistes-transporteurs, aux concessionnaires de chasse et à l’Etat, les populations étant les plus mal rémunérées. Sur le plan écologique, le semis direct utilisé comme mode de régénération et de réhabilitation des écosystèmes ne donne pas des résultats satisfaisants. Sur le plan politique, on note une absence de volonté à sécuriser les aménagements par une politique foncière adéquate. Le front agricole, très actif avec la redynamisation de la culture du coton et l’agrobusiness, constitue la principale menace des chantiers d’aménagements et des aires protégées. Une politique forestière visant une appropriation réelle des ressources forestière, une sécurisation foncière, une juste rémunération des activités dans les aménagements forestiers, la diversification des revenus par la valorisation des produits non ligneux ainsi qu’une intensification de l’agriculture sont indispensables à l’adoption d’une pratique d’aménagement forestier durable au Burkina Faso.

Reducing emissions from deforestation and forest degradation, and enhancing forest carbon stocks in developing countries (REDD+) has emerged as a promising climate change mitigation mechanism in tropical forest countries. This paper examines the national political context in 13 REDD+ countries in order to identify the enabling conditions for achieving progress in the implementation of countries’ REDD+ policies and measures. The analysis builds on a previous qualitative comparative analysis (QCA) of various countries’ progress with REDD+, conducted in 12 REDD+ countries in 2012. A follow-up survey in 2014 was considered timely because the REDD+ policy arena, at international and country levels, is highly dynamic and undergoes constant evolution, which affects progress with REDD+ policy making and implementation. In this paper, we examine whether the ‘promise’ of performance-based funds has played a role in enabling the establishment of REDD+. The results show a set of enabling conditions and characteristics of the policy process under which REDD+ policies can be established. Two key findings of our analysis, the importance of already initiated policy change and the relevance of available performance-based funding in combination with strong national ownership of the REDD+ process, may help guide other countries seeking to formulate REDD+ policies that are likely to deliver efficient, effective and equitable outcomes.

The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

This volume is part of a recently completed research project at the World Bank that reviewed the macroeconomic experience of 18 developing countries from the mid-1960s. The period encompassed two oil shocks, two world recessions, a sharp rise in world interest rates, the debt crisis, and changes in exchange rate regimes. In this context, Colombia provides an almost unparalleled example of steady long-term economic growth despite external shocks, political crises, civil strife, reliance on a single, dominant commodity (coffee), and the rising importance of illicit drugs in the economy. Courting Turmoil and Deferring Prosperity looks at how Colombia managed to avoid major prolonged economic crises against all odds. Its economy has confronted several external and internal shocks from the mid-1960s, mainly due to the country's reliance on exports of coffee, the price volatility of which can greatly affect the economy. The period also witnessed major policy changes, including a long-term shift from an essentially inward-oriented development strategy, based on industrialization through import substitution, to an outward-oriented, export-led strategy. The authors' analysis differs from most existing literature on the Colombian economy in two important ways: it evaluates policy responses to shocks in terms of their success in achieving short-run stabilization, as well as their impact on long-run growth; and it explores the intimate links between economic policies and the specific political and social ideologies, institutions, and structures in Colombia that have historically conditioned government policymaking. The report also highlights the role of prudent macroeconomic policies for crisis avoidance and analyzes the links between fiscal policy, trade policy, and exchange rates.
