This Open Access book, building on research initiated by scholars from the Leiden-Delft-Erasmus Centre for Global Heritage and Development (CHGD) and ICOMOS Netherlands, presents multidisciplinary research that connects water to heritage. Through twenty-one chapters it explores landscapes, cities, engineering structures and buildings from around the world. It describes how people have actively shaped the course, form and function of water for human settlement and the development of civilizations, establishing socio-economic structures, policies and cultures; a rich world of narratives, laws and practices; and an extensive network of infrastructure, buildings and urban form. The book is organized in five thematic sections that link practices of the past to the design of the present and visions of the future: part I discusses drinking water management; part II addresses water use in agriculture; part III explores water management for land reclamation and defense; part IV examines river and coastal planning; and part V focuses on port cities and waterfront regeneration. Today, the many complex systems of the past are necessarily the basis for new systems that both preserve the past and manage water today: policy makers and designers can work together to recognize and build on the traditional knowledge and skills that old structure embody. This book argues that there is a need for a common agenda and an integrated policy that addresses the preservation, transformation and adaptive reuse of historic water-related structures. Throughout, it imagines how such efforts will help us develop sustainable futures for cities, landscapes and bodies of water.

Water is vital for life, and its availability has been a concern for mankind throughout the ages. Its presence has always been ascertained in a variety of ways and the development of human society everywhere is connected with various forms of water management. Man also needed to manage water to find protection from its dangers and the need for that is increasing. In the coming decades, the impact of climate change is expected to intensify floods and droughts, affect groundwater resources, raise sea levels, increase pollution and enhance the frequency and magnitude of disasters. Societies around the world are challenged to adapt to these threats to ensure water security, economic prosperity and environmental and cultural sustainability. This book deals with the heritage of water management and the use that was made of water, as well as the impact of water management on heritage. An example of the former may be an ancient irrigation system in the Filipines or in the Middle East that still functions today, while the latter may reflect the importance of maintaining groundwater levels for the preservation of organic remains on archaeological sites or of wooden piles underneath standing buildings. In either case the papers in this book reflect the dynamic nature of water, and hence the equally dynamic relation between water management and heritage. This publication follows up on a Heritage and Water conference in Amsterdam, the first of its kind. Its main purpose is to credibly present the importance and value of heritage and historical experience for water and sustainable development, and vice versa, present the importance of water management for the protection of heritage. The complexity of current water resource management poses many challenges. Water managers need to solve a range of interrelated water dilemmas, such as balancing water quantity and quality, flooding, drought, maintaining biodiversity and ecological functions and services, in a context where human beliefs, actions and values play a central role. Furthermore, the growing uncertainties of global climate change and the long term implications of management actions make the problems even more difficult. This book explains the benefits, outcomes and lessons learned from adaptive water management (AWM). In essence AWM is a way of responding to uncertainty by designing policy measures which are provisional and incremental, subject to subsequent modification in response to environmental change and other variables. Included are illustrative case studies from seven river basins from across Europe, West Asia and Africa: the Elbe, Rhine, Guadiana, Tisza, Orange, Nile and Amudarya. These exemplify the key challenges of adaptive water management, especially when rivers cross national boundaries, creating additional problems of governance.

Cultural and natural heritage are central to ‘Europe’ and ‘the European project’. They were bound up in the emergence of nation-states in the eighteenth and nineteenth centuries, where they were used to justify differences over which border conflicts were fought. Later, the idea of a ‘common European heritage’ provided a rationale for the development of the European Union. Now, the emergence of ‘new’ populist nationalisms shows how the imagined past continues to play a role in cultural and social governance, while a series of interlinked social and ecological crises are changing the ways that heritage operates, with new discourses and ontologies emerging to reconfigure heritage for the circumstances of the present and the uncertainties of the future. This book traces “water” back to the most primitive animistic notions that are still lingering on in the shape of such rituals as qanat marriage or rain-making. Water, in the Iranian philosophy, is used in an attempt to find an explanation for the genesis of the universe, as described in Zoroastrian Akhshij philosophy, according to which water is one of the four fundamental elements of the creation. The concept of time began to germinate in the Iranian mind, when they had to count the passage of time in order to divide their scarce water resources. Water became so omnipresent in Iranian culture that it reached even the most mysterious seclusion of the Sufi monks. In Iran’s local communities, water culture is a thread that runs through different types of production systems. This book goes beyond indigenous water knowledge and traditional irrigation techniques, and conceptualizes water as a pivotal element of Iran’s social identity, cultural dynamics and belief systems, where it examines the role of intermittent droughts in engendering and diffusing intangible cultural elements across the Iranian plateau. This book delves into Iran’s political organizations most of which were ensnared in a water-dependent lifecycle constituting a historical pattern described in this book as “hydraulic collapse” .
