Interest in a regional and local approach to vocational training and adult education is increasing throughout the member nations of the Council of Europe. This is largely a result of the changing European economic order and the new internationalization of industrial strategies. Particularly needed is a targeted local and regional policy for the creation of activities and jobs that emphasizes training in rural, urban, and industrial areas and that integrates the training of priority groups (youth, women, migrants, the disabled, and the elderly) with local development. Among the necessary conditions for a training policy that is integrated with local and regional development are the following: a close connection between development policy, objectives, and training programs; demarcation of homogeneous geographical areas corresponding to demography and industrial barriers; a strategy for balanced growth conductive to genuine development; coordination between officials engaged in educational work; local and regional programming of training activities based on participation, integration, and coordination; a specific local and regional organization; and local development officers. (Appended to the report are three articles on the role of adult education in relation to regional development and a bibliography of documents relating to regional development.) (MN)

'Globalization' has become a key shorthand for describing some of the important changes affecting daily life in all parts of the world. Adult educators and trainers are grappling with the impacts of changing social relations in the economic, political, social, cultural and environmental spheres. There is particular concern for the majority of people who are poor, live in rural areas or urban slums and are marginal to decision making in their societies. This book is a collection of critical reflections on adult education and training which have traditionally had strong demarcation lines between them. A wide range of education and training strategies in different sites of practice, including civil society organisations, the workplace, and state institutions, are explored in both theory and practice. Important examples are given of practices which are challenging the dominant relations where human capital is emphasised before human values.

In advancing the vision of adult learning articulated at the International Conference on Adult Education (CONFINTEA V) held in Hamburg in 1997, the UNESCO Institute for Education has been conducting studies on the different areas and dimensions of ‘Adult Learning and the Changing World of Work’. One question that has been central to this area is: What constitutes adult learning for those who traditionally secure their survival in the informal economy, as well as for those school leavers and dropouts who are forced to work in this sector? In answering this question, the informal sector or popular economy may be defined in various ways, but there is an increasing recognition that it is a phenomenon that has come to stay and that government policies aimed at economic and social development, including national education and training policies and programmes, should target those who work in this sector. In particular, basic education and continuing education and training are being seen as key to empowering people and as crucial to strategies for reducing poverty. Moreover, there is a growing awareness that education is a human right of fundamental siginificance to promoting decent work and humane living conditions. It is in view of such considerations that UIE and the ILO planned to conduct studies in South Asia (Nepal, Bangladesh, India) to develop an understanding of the quality provision of education and skills development in and for the informal sector.

Originally published in 1980 this book examines why adult education historically failed to attract working class students and whether experiences in Northern Ireland, the USA and Italy have any lessons to teach. Drawing together authors committed to adult education, the essays give fresh theoretical perspectives and explore developments of the post-War period, asking if they are designed to remedy educational wrongs or help perpetuate them.

This study is part of a regional study in industrial South Wales on the determinants of participation and non-participation in post-compulsory education and training, with special reference to processes of change in the patterns of these determinants over time and to variations between geographical areas. The study combines contextual analysis of secondary data about education and training providers with a regional study of several generations of families in South Wales (a door-to-door survey of 1,104 representative householders), semi-structured interviews, and taped oral histories conducted in 1996-97. This study reports evidence emphasizing the importance of social background as a determinant of patterns of participation in adult education and training. By investigating the potential predictors of these patterns, the study finds that school-based qualifications are not particularly significant but are themselves predictable from an individual's background characteristics. Lifelong patterns of participation are highly predictable, although the theoretical model used here to explain them also involves individual rationality. The situation is changing, however. Over the 50 years covered by the survey data, while initial education has lengthened, later participation in formal learning has decreased in frequency, duration, and the proportion funded by employers. Thus, while extended initial education is now far less determined by socioeconomic characteristics, including gender, later education and training is slightly more determined by socioeconomic characteristics, especially gender.
