El papel de Roma como foco de atracción de estudiosos y visitantes a través de las peregrinaciones, y la capacidad del humanismo en despertar el gusto por lo antiguo y el deseo de poseer objetos dio lugar a la ciencia arqueológica, que logrará su pleno desarrollo en los siglos XIX y XX. Desde muy temprano los papas desarrollan normativas conducentes a evitar la destrucción y exportación de bienes arqueológicos, llevados por la importancia simbólica que para el papado tenia la antigüedad entendida como garante de la herencia o donación constantiniana. Durante todo el siglo XVIII se sucederán las medidas de tutela con continuos edictos y prohibiciones en un intento, la mayoría de las veces malogrado, de evitar la sangría de objetos. Se procurará controlar el tráfico y las ventas y se crearan cargos como los de Commissario e Ispettore, que en la práctica constituirá la primera administración de los bienes arqueológicos. Pero el gran detonante de la tutela será la presa napoleónica, contando el pontificado con hombres ilustrados que llevan a cabo una profunda reorganización de la tutela. La gran pieza jurídica será el Editto Pacca (1822), que ordenará, la gestión, tutela y protección de los bienes culturales en todo el territorio pontificio. Una evolución que comenzó en el pontificado de León X y que fue conformando una conciencia sobre el interés general de los objetos del pasado.
