Annotation Reviews labor market outcomes in Sub-Saharan Africa and analyzes what is required to spur economic growth through increased efficiency of physical and human capital. "World Development Report 1995: Workers in an Integrating World" examines ways of improving labor outcomes in low- and middle-income economies. This regional perspective focuses on Sub-Saharan Africa in relation to the four areas in need of labor policy reform that were identified in the Report: development strategy, international integration, labor market interventions, and transformation to greater market orientation. The paper reviews labor market outcomes in the region and analyzes what is required to achieve economic growth through increased efficiency of physical and human capital. It examines Africa's role in the world economy and why greater integration is essential to the region. It also discusses labor policies and how workers in the region are affected by the transition to open development strategies. The prospects for the region's growing labor force are briefly reviewed.

The Future of Work in Africa focuses on the key themes of creating productive jobs and addressing the needs of those left behind. It highlights how global trends, especially the adoption of digital technologies, may change the nature of work in Sub-Saharan Africa by creating new opportunities and challenges. It argues that, contrary to global fears of worker displacement by new technologies, African countries can develop an inclusive future of work, with opportunities for lower-skilled workers. Harnessing these opportunities is, however, contingent on implementing policies and making productive investments in four main areas. These are enabling inclusive digital technologies; building human capital for a young, rapidly growing, and largely low-skilled labor force; increasing the productivity of informal workers and enterprises; and extending social protection coverage to mitigate the risks associated with disruptions to labor markets. This companion report to the World Bank’s World Development Report 2019 concludes with important policy questions that should guide future research, whose findings could lead to more inclusive growth for African nations.

It is widely acknowledged that youth unemployment is one of the most critical challenges facing countries in Sub-Saharan Africa. This volume brings together an eminent group of international scholars to analyse the extent and complex nature of this joblessness, and offer a set of evidence-based policy choices that could contribute to solving the problem in the short- and long-run. Part I reviews the existing literature on youth unemployment and underemployment in Sub-Saharan Africa from microeconomic and macroeconomic perspectives, while Part II goes on to present detailed country studies of Ethiopia, Ghana, Kenya and South Africa. These studies offer a deep understanding of the situation on the ground and consider country-specific solutions. Throughout the book it is argued that the standard ILO definition of unemployment is too narrow to correctly portray employment situations in Sub-Saharan Africa. Several alternative measures of unemployment are presented, which show that joblessness is far more pervasive than commonly assumed in the literature. This volume will be of interest to academics and policy makers involved in African development.

This title was first published in 2002: Analyzing labour market trends in sub-Saharan Africa since 1970, this volume employs data collected from the International Labor Organization (ILO), United Nations Industrial Development Organisation (UNIDO) and World Bank (the RPED surveys). It examines the economics of the labour market against the presistent decline in real wages over some 20 years in some of these countries. Setting the African story against the background of wage-employment trends in other regions of the world, the author proceeds to examine the impact of this decline on the rural-urban earnings gap. The consequences of the declining wage levels on the lifetime earnings of workers and on trends in labour productivity are then discussed, followed by an analysis of the employment and wage structure in African manufacturing firms.

An examination of the varied ways, outside and inside markets, in which Asante producers obtained labor, land and capital during the transformative era. This is a study of the changing rules and relationships within which natural, human and man-made resources were mobilized for production during the development of an agricultural export economy in Asante, a major West African kingdom which became, by 1945, the biggest regional contributor to Ghana's status as the world's largest cocoa producer. The period 1807-1956 as a whole was distinguished in Asante history by relatively favorable political conditions for indigenous as well as (during colonial rule) for foreign private enterprise. It saw generally increasing external demands for products that could be produced on Asante land. This book, which fills a major gap in Asante economic history, transcends the traditional divide between studies of precolonial and of twentieth-century African history. It analyses the interaction of coercion and the market in the context of a rich but fragile natural environment, the central process being a transition from slavery and debt-bondage to hired labor and agricultural indebtedness. It contributes to the broad debate about Africa's historic combination of emerging 'capitalist' institutions and persistent 'precapitalist' ones, and tests the major theories of the political economy of institutional change. It is written accessibly for an interdisciplinary readership. Gareth Austin is a lecturer in Economic History, London School of Economics and Political Science, and Joint Editor of the 'Journal of African History'.
