This paper identifies the key causal factors behind farmers' marketing decisions in Mozambique. A two-step decision making process is modeled. Farmers decide, first, whether or not to participate in the market and, second, how much to market. The model is estimated using a Heckman switching regression approach. Marginal effects are calculated for the poor and the nonpoor and broken down into a market participation component and a quantity (sales value) component. The key importance of non-price factors such as technology, transport infrastructure, farm environment and area characteristics come out clearly. The marginal effects for the poor are not substantially different from those of the nonpoor, suggesting that differences in assets and area characteristics are more important than differences in underlying behaviour. Moreover, inducing farmers previously not in the market appears more important for total sales than focusing economic policy on those already in the market. To achieve pro-poor rural growth it is therefore essential to address explicitly the conditions of high-risk, low productivity and low capital endowments of poor farmers.

Many developing countries-Viet Nam included-continue to struggle to raise incomes per capita. A common feature of the growth and development process is a fundamental change in the pattern of economic activity, as households reallocate labour from traditional agriculture to more productive forms of agriculture and modern industrial and service sectors. Broad structural transformation and widespread poverty reduction is the combined result of these large-scale shifts in work and labour allocation when they realise desired development goals. The roots of this volume grow from when the first pilot Viet Nam Access to Resources Household Survey (VARHS) was carried out in 2002. The success of this inspired the Central Institute of Economic Management (CIEM) in Hanoi, the Institute of Policy and Strategy for Agriculture and Rural Development (CAP-IPSARD), the Institute of Labour Science and Social Affairs (ILSSA), and the Development Economics Research Group (DERG) of the University of Copenhagen, together with Danida and later on UNU-WIDER, to plan and carry out a more ambitious VARHS from 2006, increasing coverage and representativeness to more than 2,150 families and 12 provinces across the various regions of Viet Nam. The VARHS covering these very same households had by 2014 been carried out five times, i.e. every two years. It is on this high quality panel data foundation and almost 15 years of study and policy work using the VARHS data the present volume builds, in its effort to bring out the essential rural micro-economic characteristics and insights of a dynamic South-East Asian economy in transition from a centrally planned towards a more market based economy.

The Zambian cotton sector went through significant reforms during the 1990s. After a long period of parastatal control, a process of liberalization in cotton production and marketing began in 1994. These reforms were expected to benefit agricultural farmers. In Zambia, these are rural, often vulnerable, smallholders. The authors investigate the connection between the dynamics of the cotton sector and the dynamics of poverty and evaluate to what extent cotton can work as a vehicle for poverty alleviation. They find that cotton can indeed act as an effective mechanism for increased household welfare. They also find income gains associated with cotton production, as well as positive impacts on the long-run nutritional status of Zambian children. The impacts, however, are relatively small.
